The meeting was called to order at 7:30 p.m. in the Council Chamber, Santa Aha City N~ll, with the following Councilme~
present: Royal E. Hubbard, Henry H. Schlueter, James Gilmure, Bob Brewer, and May~ A. Allen Hall. Ma~or Hall led the

On motion of Councilman Brewer, seconded hy Counc~man Gilmure and carried, Minutes of
the Regular Meeting of November 5~ 1962, were approved as submitted, except for a
correction to delete the words "as listed in Revised Plan "A~, Option I," frcm Council-I
man Brewer's motion regarding the municipal bowl on Page six (6).
Cotuncilman Brewer read a proclamation designating Saturday, December 15, 1962 as "El
Don Day" in honor of the ~anta Aha Jr. College's selection as western representative
to pla7 in the Pasadena Junior Rose Bo~l g~ae. On motion of Counci2hnan Brewer, seconded
by Councilman Hubbard and carried., the proclamation was approved.

received and ordered filed a tabulation of bids received for the construction of the
~est Reservoir Pumping Station and related work; approved award of the contract for
Schedule I to Pascal& Ludwig in the amount of $254,450.00 and to Lacy Manufacturing
Compar~ for Schedule II in the amount of $198,534.O0; and rejected all other bids.

Mayor Hall opened the hearing on Appeal Application 73 filed by Julian A. Bowles to con-
struct an 8-unit apart~aent building at 427 E. Chestnut in the R-2 District under Variance
1690. Council heard testimor~ frc~a Julian Bowles, 3916 Liberty Blvd., South Gate, appli-
cant. W. H. Borter, 422 E. Chestnut, spoke in favor of the variance. There being no
further testimony, the hearing was closed.
It was moved by Councilman Hubbard, seconded by Councilman Gilmore, that the Council over-
rule the action of the Zoning Administrator and instruct She City Attorney to prepare a
resolution granting Variance No. 1690 subject to the recommended contitions. On roll

Mayor N~11 opened the hearing on Appeal Application 74 filed by David and Ellen Melim to
construct a 6-unit apartment ~uilding with a 4-foot side yard on the street side of park~-
ing area at 602 E. Chestnut under Variance 1689. Nerman Smedegaard, attorney for the
applicants, presented a petition with ten signatures requesting that the application be
approved. On motion of Couneilman Hubbard, seconded by Councilman Sehlueter and carried,
the petition was received and ordered filed. ~. A. McBride, 602 Myrtle Street, presented
a petition in opposition with nit, teen signat~es. On motion of Councilman Brewer,
seconded by Councilman Hubbard and carried, the petition was received and filed. ~. H.
Borter, 422 E. Chestnut, spoke in favor of the variance. Frank Corpin, 601 E. Myrtle,
spoke in opposition. Francis Turner, 622 E. Myrtle, and Stanley C. Brown, 621 Myrtle,
spoke against the granting c~ the variance. There being no further testimony, the hear-
ing was closed.
It was moved by Councilman Hubbard, seconded by Councilman Schlueter, that the Council
overrule the action of the Zoning Administrator and instruct the City Attorney to

until the meeting of December 3, 1962, action on an agreement with the Off Street Parking
Commission for a loan by the City of $55,000~ frc~ the perking meter fund.
It was moved by Councilman Brewer, seconded by Councilman Gilmore, that Council approve
amendments to the agreement with Robert Hernandez for architectural services for the
pal Stadimm in Subparagraphs 1, 2, and 3, of Subdivision A of Article VIII.

Council received a report from the Planning Cc~mission outlining recommendations for
the implementation of a comprehensive Master Plan. It was moved by Councilman Brewer,
seconded by Councilman Hubbard and carried, that the City Council authorize the
ning Commission to proceed with the preparation of the Master Plan as rec(~.~ended in
their report, and authorize the Planning C~lssion and staff to negotiate with the
Downtown Santa Aha Association to work out details of the Downtewn Phase of the Plan.
On motion of Councilman Hubbard, seconded by Councilman Schlueter and carried, Council
received and ordered filed a staff report on the possible elimination of parking on Fir~
Street westerly of Main Street, and postponed action to December 3, 1962. Mrs. Alvira
Beltron, 1201 ~est First Street, protested the delay in consideration and final action
in the matter.
On motion of Councilman Hubbard, seconded by Councilman Schlueter and carried, Council
received and ordered referred to the Planning Commission for recmmaendation a request
for alley abandor~aent north of 19th Street and west of Main Street.
On motion of Councilman Hubbard, seconded by Councilman Gilmore and carried, Preliminar
Record of Survey 285, filed by Paul A. Viviano, creating two lots located at 1013 Mar-
Less West (private street), was approved subject to conditions 1, 2a, and 2f of the
Planning Director's repoz% dated October 29, 1962.

On motion of Oouncilman Brewer, seconded by Councilman Hubbard and carried, permission
was granted to the Fairview Therapeutic Pool Volunteers for a fund raising campaign via
mail, newspaper, television and radio appeal.
Councilman Brewer made a verbal request for consideration by Council of assistance to a
proposed assessment district in the Greenville-Edinger area. On motion of Councilman
Brewer~ seconded by Councilman Hubbard and carried, action was continued to December 3,
1962.
On motion of Councilman Hubbard, secomied by Councilman Schlueter and carried, Council
approved the request of George H. Rose, 461 Daleh~st Avenue, Los Angeles, that a $75.0~
filing fee made in 1958 be applied to a new application being filed to reclassify prop-
erty on the south side of West Fir st Street, east of Sullivan.
On motion of Councilman Hubbard, seconded by Councilmmu Schlueter and carried, Council
denied the claim for damages to his automobile filed by Paul Stcwell, 523 Devon Road,

the claim for damages filed by George K. Thompson, Executor of Alma M. Thompson Estate, in
the amount of $200,000, allegedly suffered from the abandor~ent of~ashington Avenue which

On motion of Councilman Hubbard, seconded by Councilman Brewer and carried, Council
reimbursement in the amount of $658.79 to the developer of Tract 4}!4~ for costs to improve
the streets in excess of local street standards, on Edinger Street.
Council considered a request from the Division of Highways that California Vehicle Code
provisions apply to the private entrance road to Fashion ~quare on Main Street. It was
moved by Councilman Hubbard, seconded by Councilman Brewer and carried, that a hearing on
the matter be set for December 17, 1962.

authorized execution of a release acknowledging payment of drainage assessment fees for
property at the northwest corner of McFadden and Sullivan Streets.

accounts for year ending June 30, 1962.

territory.
