The meeting was called to order at 7:30 p.m. Roll call was answered by Councilmen Hubbard, Schlueter, Gilmore, Brewer
and Mayor Hall. Following the PledEe of Allegiance to the flag, the Invocation was delivered by the Reverend Dr.
Daniel Rider, First Baptist Church.
APPROVAL OF MINUTES
On motion of Councilman Hubbard, seconded by Councilman $chlueter and unanimously carried,
Council approved minutes of the Adjourned Regular Meeting of November 13, 1962 and the
Regular Meeting of November 19, 1962.

ceived and ordered filed a tabulation of bids received for the construction of traffic
signals at Broadway, North Park and Santa Clara intersection; approved award of the con-
tract to Electric and Machinery Service, Inc., in the amount of $13,840.00 and rejected
other bids.

ceived and ordered filed a tabulation of bids received for the widening of 8th Street from
Broadway to ~helton; approved award of the contract to C. E. Hurley Construction Co. on
basis of unit prices in the amount of $102,838.OO~ and rejected all other bids.

Mayor Hall opened the hearing on Resolution No. 62-209 a resolution declaring Council's
intention to change ward boundary lines. Mrs. Janice Boer, 912 North Lowell, responded
to the Mayor's call for testimony and spoke regarding Charter provisions for redistricting
the city into seven wards. There being no one else who desired to speak, the hearing was
closed. It was moved by Councilman Hubbard, seconded by Councilman Sehlueter and un-
animously carried, that Council waive further reading and pass to second reading C~DINANCE

annex certain property to the City of Santa Arm. Mr. Samual Hurwitz, Special Counsel to th
City in the matter advised the City Council that he had completed taking depositions of
Charles S. Thomas and Robert Long and in accordance with the stipulation between the City
and the Irvine Company, the statements made therein may be filed with the City Coum~il and
used with the same foree and effect as if each party had appeared personally and been
the questions as set fc~th in l~e depositions and given the answers therein. It was moved
by Councilman Hubbard, seconded by Councilman Schlueter and unanimously carried, that the

City Manager to arrange a meeting with the Garden Grove Sanitary District to discuss
the joint use of their facilities in an effort to reduce the cost of sewer constructio~

It was moved by Councilman Hubbard, seconded by Councilman Schlueter and carried, that
a hearing regarding parking limitations on First Street be set for January 7, 1963 at
7:30 p.m. in the Council Chamber.
It was moved by Councilman Hubbard, seconded by Councilman Schlueter and carried, that
the request for the abandonment of an alley north of Tenth Street and east of Main
Street, be referred to the Planning C~,~.~ission for recommendation.
On motion of Councilman Hubbard, seconded by Councilman Brewer and carried, Council
postponed to January 7, 1963, discussion and action on a proposed assessment district
for street improvements on Greenville and Edinger South.
It was moved by Councilmm~ Hubbard, seconded by Councilman Schlueter and carried, that
payment be made to the Bank of Santa Aha for street improvement costs in the amount of
$1,679.70 to cover the cost of replacing curb, gutter, and paving in exchange for ded-
ication of property.
On motion of Councilman Hubbard, seconded by Councilman Schlueter and carried, Council
approved Public l~orks Department's request to transfer $900.00 from Fund No. 51-552-67~
to Fund 51-569-672 for the purpose of covering the cost of movin~ a building for tool
storage, improving and painting.
On motion of CounciLman Hubbard, seconded by Councilman ~chlueter and carried~ Council
received and ordered filed the Public ~orks Director's report of Completion of street
improvements in Tract ;!442 and approved release of bond.
It was moved by Councilman Hubbard, seconded by Councilman Brewer and carried, that a
claim in the amount of $99.83 filed by Theodore K. Krupp, 710 E. Avalon, for alleged
damages to auto caused by loose manhole cover, be referred to the City Attorney and
insurance carrier.
It was moved by Councilman Hubbard, seconded by Councilman Brewer and carried, that a
claim filed by Pacific Telephone & Telegraph Company for $65.00 damages ~llegedly
caused by City backhoe to conduit at Main and Warner, be referred to the City Attorney
and insurance carrier.
On motion of Councilman Hubbard, seconded by Councilman Brewer and carried, Council
received and ordered filed an application before the P.U.C. filed by Division of High-
ways for authority to construct State Route 43 at separated grades with A.T. & Santa
Fe tracks.
On motion of Councilman Brewer, seconded by Councilman Hubbard and carried, Council
approved a request from Atlantic-Pacific Enterprises of Huntington Beach for an amuse-
merit center license for Happy Time Family Billiard Center, 1114 Harbor, subject to the
approval of the Police and Building Depar~aents.

contests December 8th, 15th and 22nd on open lot at business site.
On motion of Councilman Hubbard, seconded by Councilman Schlueter and unanimously carried,
City Council authorized the Public Works Director to prepare specifications for the removal
the~alker Theater Building and the preparation of the lot for use by the City; and approved
the transfer of $16,000 from Reserve Account No. 11-000 to Account No. 51-114 to appropriate
the necessary funds.

Letter from Board of Education requesting Council to reconsider removal of adult
guard at Bristol and Santa Clara.
Resolutions of the City of Long Beach and the City of Huntington Beach opposing
any legislation that would permit the use of partisan politicsl labels by muni-
cipal office candidates.

At 8:~5 p.m., on motion of Councilman Hubbard, seconded by Councilman Brewer end carried,
Council ordered a five-minute recess. Council reconvened at 8:30 p.m. with all Councilmen
present.
Roger Harvey, 2214 N. Forest, requested Council to reconsider the matter of an adult guar~ at
the intersection of Bristol and Santa Clara. The following persons also spoke in favor of

The parents were reminded by the Council of their responsibility for the training of
their children in safety and in leadership and of the opportunities for such training
that would be offered in a Safety Patrol Program; they w~re encouraged to investigate
more objectively and thoroughly the Safety Patrol Program for use at Santiago School.
