RESOLUTION NO. 96-008
A RESOLUTION OF THE CITY OF SANTA ANA TO AMEND RESOLUTION NO. 82-
110 TO CHANGE CERTAIN PROVISIONS IN THE BASIC COMPENSATION PLAN FOR
CLASSES OF EMPLOYMENT DESIGNATED AS UNAFFILIATED CONFIDENTIAL (UC).
WHEREAS, Section 1004, Article X of the City Charter of the
City of Santa Ana requires the City Manager to prepare, install and
maintain a position classification and pay plan subject to civil
service rules and regulations and the approval of the City Council;
and
WHEREAS, on August 2, 1982, the City Council passed and
adopted Resolution No. 82-110 revising and re-establishing the
Basic Classification and Compensation Plan for the Officers and
Employees of the City of Santa Aha; and
WHEREAS, on July 1, 1991, the City Council passed and adopted
Resolution No. 91-067 amending said Basic Classification and
Compensation Plan to designate certain classes of employment as
Unaffiliated Confidential (UC) and to set forth certain levels of
salaries and benefits; and
WHEREAS, on November 6, 1995, the City Council approved the
terms and conditions of a new SACEA/SEIU MOU for Fiscal Years 1995-
98, providing for a 2% at 55 PERS Retirement Benefit, revised
health insurance provisions, and expanded salary rate ranges which
include a new hiring step ten rate ranges lower than the previous
"A" step; and
WHEREAS, it is the City's desire that Unaffiliated
Confidential employees should continue to be subject to the same
changes in provisions pertaining to salary step advancement, and
should be eligible for the same health and retirement benefits
based on similar conditions as provided to represented (SACEA/SEIU)
non-management, general service "miscellaneous" employees; and
WHEREAS, it is now desired to:
1. provide for a one percent (1%) salary reduction for PERS
non-sworn "miscellaneous" employees designated as Unaffiliated
Confidential (UC), effective July 1, 1997. This one percent salary
reduction shall be contributed toward the total 3.266% cost of the
2% at 55 PERS Retirement Benefit; and
2. provide for Unaffiliated Confidential employees the same
health insurance benefits and employer paid insurance premium
contributions as are provided for SACEA/SEIU represented classes of
employment; and

3. provide for the same expanded salary rate ranges which
will include a new hiring step ten rate ranges (five percent) lower
than the previous hiring step as are provided for SACEA/SEIU
represented classes of employment; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SANTA A NA:
1. That Section 12 of Resolution No. 82-110, as amended, is
hereby further amended as follows:
a. Subsection 12C Health Insurance, as amended, is hereby
further amended to read as follows:
"C. Health Insurance. Employees in classifications
designated as Unaffiliated Confidential (UC) shall receive the
same health insurance benefits as provided or will be provided
to represented (SACEA/SEIU) non-management, general service
PERS "miscellaneous" employees.
Any contribution necessary to maintain benefits under any
health insurance program provided by the City for its
employees and their eligible dependents in excess of the
amount of the City's contribution shall be borne entirely by
the employee."
b. A new Subsection F is hereby added to Section 12 titled
2% at 55 PERS Retirement Benefit, which shall read as follows:
"F. 2% at 55 PERS Retirement Benefit. Effective July 1,
1997, the City shall pay 2.266% of the cost of providing the
2% at 55 PERS Retirement Benefit for Unaffiliated Confidential
employees. Employees in classifications designated
Unaffiliated Confidential (UC) shall pay one percent of the
total cost of 3.266% for the 2% at 55 PERS Retirement Benefit
by taking a decrease of one percent (2 salary rate ranges) in
their salaries effective July 1, 1997."
c. Subsection 12G Other Compensation Plan ChanGes shall be
amended to read as follows:
"G. Other Compensation Plan Chanqes.
1. In General: Confidential employees shall continue to
be subject to the same changes in provisions pertaining
to advancements and reductions in salary steps; temporary
upgrade assignment pay; overtime pay; vacation leave
usage; residency limitations; sick %~ave; and
~mplementation of a retiree health insurance program, if

and when developed, as provided or will be provided to
represented non-management, general service employees on
or after July 1, 1991.
2. Provisions for New Hires: Ail new employees hired in
classifications designated Unaffiliated Confidential (UC)
on or after December 1, 1995 shall have a new step "~Jt"
added to their salary range which shall be 5 percent (10
salary rate ranges) below the existing "A" step for that
classification. Employees if hired at "AA" step shall
serve 6 months before moving to "A" step. All new
employees hired as of December 1, 1995 shall serve a
total of 12 months in "A" step."
