HomeMy WebLinkAbout96-030 - Amend Resolution Nos. 82-110 & 91-066RESOLUTION NO. 96-030 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA TO AMEND RESOLUTION NOS. 82-110 AND 91-066 TO EFFECT CERTAIN CHANGES TO THE CITY'S BASIC CLASSIFICATION AND COMPENSATION PLAN FOR OFFICERS AND EMPLOYEES OF THE CITY OF SANTA ANA. WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Ana requires the City to prepare, install and maintain a position classification and pay plan subject to civil service rules and regulations and the approval of the City Council; and WHEREAS, on August 2, 1982, the City Council passed and adopted Resolution No. 82-110 revi~ing and re-establishing the Basic Classification and Compensation Plan for all officers and employees of the City of Santa Ana; and on July 1, 1991, passed and adopted Resolution No. 91-066, re-establishing the Basic Classification and Compensation Plan for classes of employment designated as unrepresented executive and middle management; and WHEREAS, with the adoption of the annual budget for Fiscal Year 1996-97, the City Council authorized certain organizational, staffing, and compensation changes which affect a number of class titles in the City's Basic Classification and Compensation Plan for classes of employment contained in Resolution Nos. 82-110 and 91-066; and WHEREAS, it is now desired to amend said Resolutions to effect these changes; and NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA: 1. That Section 3 of Resolution No. 82-110, as amended, is hereby further amended by: a. deleting the following vacant and now obsolete class titles: Adult Services Coordinator Assistant Loan Officer Concrete Finisher Council Office Assistant (UC) Graphics Coordinator Inspections Training Coordinator Loan Officer Loan Processor Loan Underwriter Police Information Officer Real Estate Assistant Real Estate Officer I Real Estate Officer III 509 Resolution No. 96-030 Page 2 Real Estate Technician I Real Estate Technician II Records Technician Senior Construction Inspector Senior Library Specialist Senior Loan Officer Senior Maintenance Supervisor Senior Reprographic Equipment Operator Supervising Real Estate Officer Tree Trimmer Trainee Water Maintenance Worker I Water Systems Maintenance Worker Youth Services Coordinator 511 b. adding, in proper alphabetical sequence, the following classification titles at the monthly salary rate ranges indicated: 5 Step Salatw Rate Range (A-E) Effective: 7~1-96 Class Title No. (Min-Max) Communications Services Officer 526 $2717-3302 6 Step Salatw Rate Range (AA-E) Effective: 7-1-96 Class Title No. (Min-Max) Community Development District Manager Community Development Resource Coordinator Detention Records Specialist Housing Authority Coordinator Senior Detention Records Specialist Water Systems Control Analyst 634 $4601-5876 614 $4173-5330 465 $2017-2574 624 $4382-5596 492 $2299-2936 564 $3269-4173 c. changing the existing class title of Neighborhood Improvement Aide to Housing Programs Aide, and the existing title of Senior Detention Officer to Detention Supervisor. These title changes will not result in a change in salary rate range for either classification. 513 Resolution No, 96-030 Page 3 2. That Section 3.5.1 of Resolution No. 82-110 Class Titles and Wage Rates for Seasonal and Other Unaffiliated Categories of Part-time Employment, as amended, be further amended by adding, in proper alphabetical sequence, the following class titles: Classification Title Public Works Survey Aide YES Program Coordinator Basic Hourly Rates Effective 7-1-96: Step A Step B Step C Step D Step E $10.40 10.92 11.47 12.04 12.64 $18.86 19.80 20.79 21.83 22.93 That Section 3B of Resolution No. 91-066, as amended, is hereby further amended by: deleting the following vacant and now obsolete class titles: Library Services Manager (MM) Purchasing Manager (MM) adding, in proper alphabetical sequence, the following class titles: Classification Title Detention Manager Employee Relations Manager Fire Marshal Real Estate Services Manager Recreation Superintendent _Salary Rate Range No. Salary Range (Min - Max) MM-02 $3395-4769 MM-23 $5701-8055 MM-19 $5165-7298 MM-17 $4916-6946 MM-17 $4916-6946 c. designating the classifications Detention Manager, Employee Relations Manager, Fire Marshal, Real Estate Services Manager and Recreation Superintendent as unrepresented middle management by assigning the parenthetical identifier (MM) after each of these class titles. 4. That except as amended by this Resolution, all other provisions of Resolution Nos. 82- 110 and 9D066 shall remain in full force and effect. 515 Resolution No. 96-030 Page 4 5.
