A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF S)tNTA ANA
ESTABLISHING CONSERVATION EASED WATER RATESt STANDBY SERVICE
CHA~GESt WATER SERVICE INSTALLATION CM~RGES AND CII~RGES FOR
THE INSTALLATION OF NEW WATER MAINS AND FRONT FOOTAGE CHARGES
FOR CONNECTION TO EXISTING WATER MAINS FOR WHICH NO PAYMENT
MAS BEEN MADE PREVIOUSLY~ EFFECTIVE JANUARY 1~ 1997.
BE IT RESOLVED by the City Council of the City of Santa Aha:
1. That effective January 1, 1997 the following
conservation based water rates and service charges are to be
levied and collected for each water service to which water is
supplied by the City, or to which a standby service is provided,
pursuant to Section 39-21 of the Santa Ana Municipal Code.
A two tiered rate structure will apply to all
customers, unless otherwise stated herein. The rates
are as follows:
Base Rate - * $0.982 per 100 cubic feet
Tailblock Rate -
$1.253 per 100 cubic feet
* Includes 1996 commodity adjustment.
The quantity of water received by each customer at the base
rate will vary seasonally. For the purposes described
herein, Summer Season is defined to include the months of
June, July, August, and September. Winter Season is
defined to include the balance of a calendar year.
First 2500 cubic feet per month at the Base Rate
All water above 2500 cubic fee per month at the Tailblock
Rate.
Winter season A]locatlon:
First 2000 cubic feet per month at the Base Rate.
All water above 2000 cubic feet per month at the Tailblock
Rate.

All City owned facilities and all schools will be charged
for all usage at the Base Rate.
Wh~la~al~ Food Pro~mssing Companies:
Wholesale food processing companies will be charged for all
usage at the Base Rate.
Retail centers with more than 25 businesses on master meters
will be charged for all usage at the Base Rate.
The price to be charged for all reclaimed water delivered by
the city for all usage is set at 80% of the Base Rate.

Commodity charge to be added to said standby charge:
All water supplied as recorded by the detector check
valve bypass meter shall be charged at the Tailblock
Rate.

portion of combination service.

Commodity charge to be added to said standby charge:
All water supplied as recorded by the detector meter
fire meter portion shall be charged at the Base Rate.
In the event of a fire certified by the Fire Chief, the
charge will be adjusted to exclude water used for fire
suppression.

Private fire service rates without detector check
valves, bi-monthly standby charge:
The charges shall be double the rates for private fire
services with detector check valves.
Ail rates and service charges for service to premises
outside the City limits shall be double the above rates
and charges except to those premises outside the City
limits heretofore served at the rates charged to those
within the city limits.

Water supplied from public fire hydrants for
construction work and other uses such that service
is required for only a limited time, not to exceed
six months as provided for in Section 39-26 of the
Santa Ana Municipal Code:

Ail water charged at the base rate.
Hydrant meter rental = $2.00 per day with 5 day
minimum.
Hydrant meter deposit (refundable) = $750.00

Water for residential subdivision construction
work not to exceed four months as provided for in
Section 39-29 of the Santa Ana Municipal Code:
Ail water supplied from fire hydrants or water services
with spacer connections:
Tracts-Residential (Per Lot) $ 19.00
Per 100 feet of sewer ditch 5.00
Hydrant Meter Deposit (Refundable) 750.00
2. That Resolution Nos. 87-61 and 96 - fixing water
rates and standby charges are hereby repealed effective January
1, 1997.
3. That Resolution No. 92-078 fixing reclaimed water rates
is hereby repealed, effective January 1, 1997.
4. That the following rates are to be charged prior to
installation of water and fire services, for each service
installed by the Water Division of the Public Works Agency, as
provided for in Section 39-19 of the Santa Ana Municipal Code:

The rate to be charged for relocating a 2" or smaller
service meter a distance of fifteen (15)feet or less
shall be one-half said cost of service installation,
based upon the size of service, and the rate charged
for relocating a 2" or smaller service meter a distance
of more than fifteen (15) feet shall be the same for
the cost of service installation, based upon the size
of service. The rate to be charged for relocating a 3"
or larger service shall be the same for the cost of a
new service installation, based upon the size of
service.

The rate to be charged for an increase in the size of
service shall be the same as for cost of service
installation for the large size of service.

The rate to be charged for relocating a fire service
and detector check valve shall be the same as the
costof a new fire service installation based upon the
size of the installation. The rate to be charged for
an increase in the size of a fire service installation
shall be the same as the cost of a fire service
installation of the larger size.
The rate to be charged for the installation of a new
public fire hydrant is $5,000. The rate to be charged
for relocating an existing public fire hydrant is
$4,000.
The construction of special installations not mentioned
herein, nor specifically provided for in any other
ordinance or resolution of the City of Santa Ana, shall
be made on the basis of cost, including overhead. In
any such installation, the applicant shall post the
deposit in an amount estimated by the Director of
Public Works to be sufficient to cover the total
charge. In the event the actual cost is less than the
deposit, the balance shall be refunded to the
applicant, and if more, shall be paid by the applicant
upon receipt of additional billing.

The rate to be charged for installation of water
service outside the City limits shall be the same as
for installation within the City.
5. That no charge shall be made for installing a water
service if the applicant installs the water service at his own
expense to the satisfaction of the Director of Public Works.

6. That the following rates are to be charged for
installation of a water meter, for each water meter installed on
any water service installed by other than the Water Division of
the of Public Works Agency, as provided for in Section 39-19 and
39-25 (j) of the Santa Ana Municipal Code:

7. That the following rates shall be charged to applicants
requiring the installation of new water mains as provided for in
Section 39-22 of the Santa Ana Municipal Code. Upon the
determination of the Director of Public Works of the size or
sizes required, for the proposed development, the following
charges shall be made:
6" or smaller water mains at $30.00 per linear foot
8" water mains at $36.00 per linear foot
10" water mains at $42.00 per linear foot
12" or larger water mains at $48.00 per linear foot
8. That none of the above charges shall be made if the
applicant installs water mains and hydrants, at his own expense,
to the satisfaction of the Director of Public Works.
9. That a charge of one-half of the applicable linear foot
charge multiplied by the number of feet of frontage of the parcel
or lot shall be collected for each recorded parcel or lot
requiring the connection of a service to an existing water main
for which no previous payment has been made for such parcel or
lot.

10. That this Resolution shall be effective from and after
1st day of January, 1997.
