HomeMy WebLinkAbout96-058 - Supporting the Moulton Parkway/Edinger Avenue Smart Street Implmentation PlanRESOLUTION NO. 96-05~3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA SUPPORTING THE MOULTON PARKWAY/EDINGER AVENUE SMART STREET IMPLEMENTATION PLAN WHEREAS, the Orange County Transportation Authority (OCTA), in coordination with local agencies, identified several high flow, multi-jurisdictional arterials ("Smart Streets") as one solution to Orange County's congested transportation network; and WHEREAS, Moulton Parkway/Edinger Avenue has been designated a Smart Street from Main Street in the City of Santa Aha to Del Prado Avenue in the City of Dana Point; and WHEREAS, the City of Santa Ana desires to maintain and improve the streets and roads within its jurisdiction; and WHEREAS, the City of Santa Aha supports the Smart Street concept as one method of reducing traffic congestion; and WHEREAS, a feasibility study was conducted to identify improvements to alleviate existing and future congestion and safety problems on Moulton Parkway/Edinger Avenue; and WHEREAS, analysis of environmental impacts from the Moulton Parkway/Edinger Avenue Smart Street project has been uudertaken to address the effects, mitigation measures, and project alternatives associated with the proposed project as required under state and/or federal law; and WHEREAS, local agencies along the Moulton Parkway/Edinger Avenue Smart Street have drafted an implementation plan that will be used as a guide for phasing, funding, and constructing Smart Street improvements; and WHEREAS, the Movlton Parkway/Edinger Avemie Smart Street Implementation Plait outlines the roles of the local jurisdictions along the corridor as well as costs and schedules for improvements; and WHEREAS, the OCTA Board of Directors will only make Smart Street Program fundiug available to those ageacies which approve the Smart Street Implementation Plait and support the components of the Plan which affect their jurisdiction; and WHEREAS, support from all agencies along the Smart Street corridor is critical to the success of the improvements included in the lmplemeutation Plan and will enhance every project in the corridor's opportunity for receiving Smart Street funding from OCTA. 089 RESOLUTION NO. 96-058 PAGE TWO NOW, THEREFORE, BE iT RESOLVED THAT: 1. The City Council of the City of Santa Ana approves the Moulton Parkway/Edinger Avenue Smart Street Implementation Plan as meeting the goals and objectives of the Multon Parkway/Edinger Avenue Smart Street project; and 2. The City Council of the City of Santa Ana agrees to support, seek funding for, and implement the improvements identified in the Moulton Parkway/Edinger Avenue Smart Street Implementation Plan.
