RESOLUTION NO. 96-097
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA ANA RECOMMENDING THAT THE COUNTY OF
ORANGE MAINTAIN OWNERSHIP OF THE LANDFILL
SYSTEM
WHEREAS, the County of Orange has operated the County landfill
system as a regional service benefitting all communities of Orange
County; and
WHEREAS, the landfill system is a public asset and serves the
waste disposal needs of Orange County residents and businesses; and
WHEREAS, the County of Orange has a history of sound environ-
mental stewardship of the landfill system; and
WHEREAS, the Orange County cities, through the Orange County
Division of the League of Cities, have adopted a statement of
interests and perceived threats (attached) regarding the disposi-
tion of the landfill system; and
WHEREAS, the recent consultant study commissioned by the
County regarding the disposition of the landfill system indicates
that the system will have long-term capacity as opposed to the
dwindling capacity in other Southern California counties.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SANTA ANA AS FOLLOWS:
1. That the County of Orange maintain public ownership of the
landfill system.
2. That the County reinvest additional revenue from out-of-
county waste (over and above the $15 million per year needed for
bankruptcy recovery) so that Orange County residents and businesses
benefit from below-market rates.
3. That the County Board of Supervisors authorize County
staff to enter into negotiations with city representatives to
develop disposal contracts that will guarantee long-term landfill
capacity for cities, access to landfills and below-market rates
over the term of the contracts.
4. That the City of Santa Ana encourages all Orange County
cities to adopt a resolution in support of the County maintaining
public ownership of the landfill system.
