RESOLUTION NO. 97- 028
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA TO AMEND
RESOLUTION NOS. 82-110 AND 91-066 TO EFFECT CERTAIN CHANGES TO THE
CITY'S BASIC CLASSIFICATION AMD COMPENSATION PLAN FOR OFFICERS AND
EMPLOYEES OF THE CITY OF SANTA ANA.
WHEREAS, Section 1004, Article X of the City Charter of the
City of Santa Aha requires the City to prepare, install and
maintain a position classification and pay plan subject to civil
service rules and regulations and the approval of the City Council;
and
WHEREAS, on August 2, 1982, the City Council passed and
adopted Resolution No. 82-110 revising and re-establishing the
Basic Classification and Compensation Plan for all officers and
employees of the City of Santa Ana; and on July 1, 1991, passed and
adopted Resolution No. 91-066, re-establishing the Basic
Classification and Compensation Plan for classes of employment
designated as unrepresented executive and middle management; and
WHEREAS, with the adoption of the annual budget for Fiscal
Year 1997-98, the City Council authorized certain organizational,
staffing, and compensation changes which affect a number of class
titles in the City's Basic Classification and Compensation Plan for
classes of employment contained in Resolution Nos. 82-110 and 91-
066; and
WHEREAS, it is now desired to amend said Resolutions to effect
these changes; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SANTA ANA:
1. That Section 3 of Resolution No. 82-110, as amended, is
hereby further amended by:
a. Deleting the following vacant and now obsolete
classification titles:
Neighborhood Improvement Coordinator
Neighborhood Improvement Specialist I
Neighborhood Improvement Specialist II
Real Estate officer II
Senior Real Estate officer
b. Adding, in proper alphabetical sequence, the
following classification titles at the monthly salary rate ranges
indicated:

c. Designating the classification title of Senior
Workers' Compensation Claims Assistant as Unaffiliated Confidential
by assigning the parenthetical identifier "(UC)" after this class
title.
d. Changing the existing class title of Parking Meter
Technician to Parking Meter Technician II, at no change in salary
rate range.
2. That Section 3.1 ("Special Compensation Provisions") of
Resolution No. 82-110, as amended, is hereby further amended by:
a. Amending special compensation designation "(kk)" to
read as follows:
"(kk) An incumbent in the class of Customer Service
Representative who, at the discretion of the appointing authority,
is regularly and continuously assigned to serve in a "lead
supervisory" capacity, will be paid an additional ten (10) salary
rate ranges (five percent) above the current base monthly salary
step to which he or she would otherwise be entitled."
b. Adding the following assignment pay differential
designation "(mm)" to the list of special pay provisions:
"(mm) An incumbent in the class of Employment Services
Assistant who, at the discretion of the appointing authority, is
regularly and continuously assigned to serve in a "lead
supervisory" capacity, will be paid an additional ten (10) salary
rate ranges (five percent) above the current base monthly salary
step to which he or she would otherwise be entitled."
c. Adding the following incentive pay differential
designation "(nn)" to the list of special pay provisions:

"(nn) Incumbents in the classes listed below who possess
a valid registration as a Structural Engineer by the State of
California will be paid at a rate set ten (10) salary rate ranges
(5%) above his/her then current base monthly salary step:

Assistant Plan Check Engineer II
Senior Assistant Plan Check Engineer
Associate Plan Check Engineer
Plan Examiner (T)."
3. That Section 3.5.1 of Resolution No. 82-110 Class Titles
and Waae Rates for SeasoD~ add Other Unaffiliated Cateqories of
Non-Civil Service Part-time Employment, as amended, be further
amended by adding, in proper alphabetical sequence, the following
class titles:

4. That Section 3.5.2 of Resolution No. 82-110, Class Titles
and Waae Rates for Lona-Term Represented CategorSes of Non-Civl]
Service Part-time Employment as amended, be further amended by:
a. Changing the Section title to read "Class Titles and
Wa~e Rates for Represented Categories of Non-Civil Service Part-
o e t."
b. Providing a salary adjustment for the represented
part-time title of Animal Keeper I by increasing hourly pay steps
A through E from ($6.08 - 6.38 - 6.70 7.04 - 7.69) to ($8.08 -
8.48 - 8.90 - 9.35 9.82) per hour.
5. That Section 3.B of Resolution No. 91-066, as amended, be
further amended by:
a. Deleting the vacant and now obsolete classification
title of Redevelopment and Real Estate Manager (MM).
b. Changing existing classification titles as follows:
