HomeMy WebLinkAbout07-24-1963MINUTES OF THE SPECIAL ~mm~z'ING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA Ju~ ~, 1963 The meeting was called to order at 7:30 p.m. in the Council Chambers, City Rail, 217 North Main Street, Santa Aha, California. Roll Call was answered by CounciZ~en Royal Hubbard, Harry Harvey, James Gilmore, Henry Schlueter, and Mayor Hall. Mayer Hall led the Pledge ef Allegiance to the Flag. CLEItX'S REPORT The Clerk reported that notice of the special meeting was mailed to each Councilman ~n July 19, 1963, and submitted a Certificate of Mailing Notice of Special Meeting. It was moved by Councilm-n Hubbard, seconded by Councilm~n Schlueter and carried, that the Certificate be received and ordered filed. ANNUAL B~DGET, 1963-64 Mayor Hall opened the hearing cm the proposed A-~,lal Budget for Fiscal Year 1963-64. Council then heard e.-,..-ents em the proposed budget as follows: Mr. H. L. Winter, President of the Downtown Association, 331 Spurgec~ Building, submitted a letter fr~n the Downtown Association regarding the expenditure proposed for the City Attorney's Office; the allocaticm of $80,000 for off-streot parking for the Bowers Museum; the transfer of funds fram the Parkin~Mater Fmnd; the lack of allocation for downtown street lighting; and the need for funds to improve East Fourth Street to the Santa Aha Freeway and to widen and improve East Fourth Street frcm the Santa Ana Freeway to TustinAvenue. The lmtterwas received and ordered filed on motion of Councilman Hubbard, seconded by C~uncilman Gilmore and carried. Upon request by the Mayor, the City Manager c~nted on each point. Regarding the City Attorney's Office, an allocation for l~tential expenditures for special counsel in ~uusual circumstances is necessary; that for many years the proposed amount has been cc~asiderably higher than that expended; that the per capita spending for the Attorney's Office is probably the lowest in any Or~-Ee County city. Regarding the Parking Mater Fmnd, that there is really a small amount of money available each year after the cost of maintenance, etc. and that the City has followed the premise that it is to the advantage of the City to transfer the funds to an active use, such as in capital investment, rather than to allow the funds to remain idle by ac~,mw,:lation, unless the Council were to decide to use it for a specific project, in which case it should be acc~lated to the amount needed and used. Regarding Street I~provaments, that except in open territory it is necessary to acc,,-m-~late and expend a cansiderable amount of money for procurement of right of way and that it would be senseless to set aside the project after a great amount of money has been expended; therefore, it requires expenditures for two or three years in kee~ing two major street progr-m= going. Mrs. Janice Boer, 912 N. L~well, asked why a list of Department Heads an~their salaries were not included as a part of the budget; suggested the use of a tape recorder for Council maetin~; c~.~,ented on the lower incc~ estimated fr~a the Municipal Bowl and asked if schools c~uld Be requested to cantribute more; questioned the necessity for $~0,000 parking lot for Bowers Museum when it seats only about 100 people; c~*-.ented on lack of street improvements in nertheaot and northwest sections of City; suggested possibility of hiring specialist fulltime for Attorney's office and asked if $10,000 allocation was for special counsel employed for Newport-Dyer ---exatima preceedinge; questioned advisability of dropping motorcycle officers te six and provisiem for only one policew?~a~; suggested possibility of City handling own compensation insurance; questioned expenditure for Office of Director of Civil Defense and possibility of consolidating with Fire Department; endorsed rotenticm of crossing guards; suggested employing systems and procedures specialist with view to cutting printing an~ binding costs. Regarding Attorney's office, that it w~uld be less ece~ical and actually i~possible to employ specialist fullt~ae who could handle ve~iety of special situations that arise; that the $10,000 allocati~a is not provided for payment for special counsel in Newport-Dyer annexatic~ proceedings. Regarding Police Metorcyelns, that meder~ trend is to use more cars except in special situations requiri~ ~aneuverability. Regarding Police~-~ that review will be he'Id throughout year to see that e~le is adequate, that wc~en employed in other capacities on ehifcs are available at,all ti~es. Hegard~-~ Printing end Rin~ing, that constant revie~ is mointained by departments to effect ec~ncm~. Ce~ensatiem Xnsurance, that it is a poBBibility for the future but that questions re~in unaaswere~ at present; that the risks are great and that a special attorney would need to be hired. Regarding ~ivil Defense, that it is considered a necessary expenditure the: v~lue of which ~ay not be recognized until there is a national e~ergency or natt~ral ~isaster; that the consolidation with onnother department would not reduce the expe~liture. Nrc Winter asked for ec~e assurance that a c~lete downtown lighting study would be commenced in ~he 1~-65 Bad,et. The City Maz~ger c~mented that such a study would cost about $700,000 and an allocation in the 1~-6~ Budget would be required for about Mr. Winter co~nented fux~cher on street improvements in the s~thern sections, saying that developers of ~d should be required to put in the improvements, and that more consideration should be ~iven to the area closer downtown. There being no further testimony, the hearing was closed. Ceunc~ma- Harvey suggested the possibility of having eno Annual Report for the entire city rather than individual departmental reports ~,,~ as those published by the Fire and Police Departments. RECREATXON AND PARI~ DXRECTOR It was moved by Councilman Harvey, ,~ seconded by Counc~,~- Hubbard and .~ carried~ that the City Council instruct the City Manager to withhold filling the position of Director of Recreation and Parks unless prior consent of the City Council is obtained.
