A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA ESTABLISHING AN
APPLICATION FEE FOR HISTORIC PROPERTY
PRESERVATION AGREEMENTS
THE CITY COUNCIL OF THE
HEREBY RESOLVES, DETERMINES,
FOLLOWS:
CITY OF SANTA ANA
AND DECLARES AS
WHEREAS, pursuant to Ordinance No. NS- 2382 , the City requires that persons
seeking to enter into Mills Act contracts, shall first obtain approval by the City of a Historic
Property Preservation Agreement; and
WHEREAS, additions to Chapter 30 of this Code requi~e that the City Council shall
from time to time set by resolution the application fee to be charged to persons filing an
application for a Historic Property Preservation Agreement; and
WHEREAS, the Planning and Building Agency has prepared a written report to the
Historic Resources Commission on the cost to administer a Historic Property Preservation
Agreement; and
WHEREAS, according to staff's written report to the Historic Resources
Commission, it is estimated that staff's time and cost of $40 per hour or approximately
$700.00-$1,000.00 are required to process and administer a completed application for a
Historic Property Preservation Agreement, and that these hours would be divided
between processing time by the various City agencies, where necessary; and
WHEREAS, based upon this report, the Council finds that an application fee of
$150.00 represents a fair and equitable fee which is reasonably related to the City's cost
in administering the Historic Property Preservation Agreements;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SANTA ANA, that the application fee for a Historic Property Preservation
Agreement is hereby set in the amount of $150.00. This resolution shall become effective
upon the date on which Ordinance No. NS- 238 :becomes effective.
