KESOLUTION NO. 1999-022
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA TO
AMEND RESOLUTION NO. 96-095 TO EFFECT CERTAIN CHANGES TO THE
CITY'S BASIC CLASSIFICATION AND COMPENSATION PLAN FOR
ADMINISTRATIVE MANAGEMENT, AND TO AMEND THE CURRENT ANNUAL
BUDGET TO REALLOCATE ONE POSITION.
WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Aha requires
the City Manage~ to prepare, install and maintain a position classification and pay plan subject to civil
service rules and regulations and the approval of the City Council; and
WHEREAS, on November 18, 1996, the City Council passed and adopted Resolution No.
96-095, establishing the Basic Classification and Compensation Plan for unrepresented classes of
employment designated as Administrative Management; and
WHEREAS, on May 18, 1998, ~te~ Ordinance No. NS-2348,

reviewed and appro until; ~%

to the Plans, and to reall~me to time; and
WHEREAS, al~er review of the duties and reporting relationships of the now vacant position
rifle of Budget Officer CLIC), the Executive Director of Finance & Management Services proposes
to enhance the efficiency and effectiveness of the City's budget process by restructuring and creating
a new Administrative Management title to manage the Budget Office, which will report directly to
the Executive level; and
WHEREAS, it is now desired to amend Resolution No. 95-095, and the Fiscal Year 1998-99
Annual Budge~, in order to effect this change.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SANTA ANA:
1. That Section 3 of Resolution No. 96-095, as mended, is hereby further amended by:
a. adding, in proper alphabetical sequence, the classification title Budget and
Research Manager assigned to 5 step Salary Rate Range No. AM685 (minimum $5905 - maximum
$7176 per month).

b. designating the classification title of Budget and Research Manager as
unrepresented Administrative Management by assigning the parenthetical identifier "(AM)" after this
class title.
2. That the Annual Budget for Fiscal Year 1998-99, as amended, is hereby further
amended by reallocating one authorized Budget Officer CLIC) position to the new Administrative
Management classification of Budget and Research Manager (AM) at 5-step Salary Range No.
AM685.
095 and the Annual Budget for FY1998-99 shall remain in full force and effect.
That except as amended by this Resolution all other provisions of Resolution No. 96-
ofadopfion.
