RESOLUTION NO. 99- 036
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA
AUTHORIZING THE CHIEF OF POLICE TO SUBMIT A GRANT AWARD
AGREEMENT TO THE OFFICE OF CRIMINAL JUSTICE PLANNING
FOR THE STREET TERRORIST OFFENDER PROGRAM (STOP IV)
WHEREAS, the City Council of the City of Santa Ana desires to-continue a certain
project designated the Street Terrorist Offender Program (STOP IV) funded in part from funds
made available through the Gang Violence Suppression Program administered by the Office of
Criminal Justice Planning (hereinafter referred to as OCIP);
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SANTA ANA, that the Chief of Police of the City of Santa Aha, California is authorized on its
behaif to execute the attached Grant Award Agreement including any extensions or amendments
thereof.
BE IT FURTHER RESOLVED that the applicant agrees to provide all matching funds
required for said project (including any amendment thereof) under the Program and the funding
terms and conditions of OCJP and that the cash match will be appropriated as required.
IT IS AGREED that any liability arising out of the performance of the Grant Award
Agreement, including civil court actions for damages, shall be the responsibility of the grant
recipient and the authorizing agency. The State of California and OCJP disclaim responsibility
for any such liability.
BE IT FURTHER RESOLVED that grant funds received hereunder shall not be used to
supplant expenditures controlled by this body.

OPERATIONAL AGREEMENT
STREET TERRORIST OFFENDER PROJECT IV
(STOP IV)
SANTA ANA LOCAL COORDINATING COMMITTEE
GANG VIOLENCE SUPPRESSION MULTI-COMPONENT GROUP PROGRAM
JULY 1, 1999- JUNE 30, 2001
This Operational Agreement stands as evidence that the agencies comprising the Santa Ana Local
Coordinating Cormnittee (SSLCC) intend to continue to work together toward the mutual goal of
providing maximum available assistance for the STOP IV Gang Violence Suppression (GVS) Project in
the jurisdiction of Santa Ama, Califorrda. All participating agencies believe that implementation of the
Gang Violence Suppression Multi-Component Group Program proposal STOP IV, as described herein,
will further this goal. To this end, each agency agrees to participate in the program, if implemented, by
coordinating/providing the following services.
POLICE
STOP 1V is designed to impgct the gang-related criminal activity occurring in and around the
neighborhood identified as Saiita Ama reporting grids 186, 187 and 206. The Santa Aha Police
Department will assign two gang investigators to work in partnership with the Orange County District
Attorney's Office, Orange Cgt~nty Probation Department, Santa Ana Unified School District, and Orange
County Bar Foundation (ShortStop/Programa Shortstop) to reduce gangrelated crime and prevent at-risk
youths from entering into the gang subculture. These investigators will work in conjunction with the
existing gang suppression program known as S.T.O.P. (Street Terrorist Offender Project), already in place
at the Santa Ama Police Department. The primary ftinction of the investigative aspect of this partnership
is the identification and arrest of hard core gang members responsible for the criminal activity within the
targeted neighborhood. The investigators will also assist with the identification of at-risk youth and make
referrals to the intervention programs of the School District and ShortStop. The Santa Ama Police
Department will provide cur-rent gang-related information to School District staff and teachers, and will
provide public speakers as needed.
EDUCATION
The Santa Aha Unified School District will provide services to students, parents, and the school staff in
the targeted area. This comprehensive program will include a prevention component that will include
augmenting current anti-drug and anti-violence curriculum, a discipline program and an intervention
program. The instructional program will target grade levels that are not currently receiving this
instruction. The discipline program will include a comprehensive discipline plan at each school site,
which includes the District board policies on discipline. The targeted school sites will include in their
discipline plan interventions to be used as alternatives to suspension and expulsion. The intervention plan~.
will include a process for identif~g high-risk students and their families to provide needed services.
The Santa Ama Unified School District will provide these education and intervention programs in
cooperation with the Santa Aha Police Department, Orange County Dis~ict Attorney's Office, Orange
County Probation Department, and Orange County Bar Foundation (ShortStop/Programa Shortstop).

PROSECTION
The Orange County District Attorney's Office will assign one experienced Deputy District. Attorney full
time and one experienced District Attorney Investigator to work in coordination with the Santa Aha
Police Department. Orange County Probation Department, Santa Ana Unified School District, and
Orange County Bar Foundation (ShortStop/Programa Shortstop). They will be co-located with other
component members at the Santa Aha Police Department. They will assist the Police Department in
selecting individual gang members for targeting. The District Attorney will then prosecute those
individuals for M law violations. The District Attorney will closely monitot-and coordinate all issues
relating to witnesses~ including subpoenas, protection and 'additional interviews. Upon acl~ieving a
conviction, the District Attorney will seek appropriate jail sentences and gang terms on any probation
grant. The Deputy District Attorney will support the Educational and Prevention components of' the
Project as a speaker at group ftmctions and as a member of the School Attendance Review Board.
PROBATION
The Orange County Probation Department will assign one experienced Deputy Probation Officer (DPO)
to work in coordination with tho. Santa Aha Police Department, Orange County District Anomey's Office,
Santa Ana Unified School District, and Orange County Bar Foundation (ShortStop/Programa Shortstop).
The DPO will be assigned to the Santa Ana Police Departmem Gang Unit, and will be co4ocated with
other component members in-that office. The DPO will assist the Pr.oject Deputy District Attorney in
order to enhance sentences, including gang terms of probation, longer commitments, and cooperation
from codefendants and wimesses in gang-related crimes. The DPO will carry a reduced caseload in order
to provide intensive supervision for targeted gang members, and to assure enforcement of probation
conditions and processing of probation violations. Every effort will be made to use up the free time of the
gang member with constructive activities, and referrals will be made to ShortStop and the Santa gna
School District programs. The DPO will work with the police to conduct suppression activities such as
curfew sweeps and execution of search warrants. Recent infori-nation and training will be provided to
School District staff, and public speakers will be provided as needed.
PREVENTION
The Orange County Bar Foundation (ShortStop/Programa Shortstop) will provide a bilingual,
bicultural Case Manager, with an MFCC credential, to work in coordination with the Santa Ana
Police Department, Orange County District Attorney's Office, Orange County Probation
Department, and Santa Ana Unified School District. The Case Manager will be available to the
Santa Ana Police Department Gang Unit for a minimum of 20 hours per week. The Orange
County Bar Foundation will provide Counseling, conflict resolution, mentoring, and redirection
programs through case management and referrals. Identified at-risk youth and their parents will
be referred to the Case Manager who will direct the youths/parents into the appropriate
counseling and intervention programs.

OPERATIONAL AGREEMENT
We, the undersigned, as authorized representatives of Police, Prosecution, Probation, Education,
and Prevention Agencies, as members of the Santa Aha Local Coordinating Committee, do
hereby approve this document.
