HomeMy WebLinkAbout99-037 - Amend Resolution Nos. 82-110 and 85-27227 RESOLUTION NO. 3-999-037 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA TO AMEND RESOLUTION NOS. 82-110 AND 85-27 TO REFLECT NEGOTIATED CHANGES IN LISTINGS OF PART-TIME TITLES, ADD ONE UNAFFILIATED AND TWO REPRESENTED PART-TIME TITLES, AND PROVIDE RECOMMENDED PAY INCREASES FOR ALL UNAFFILIATED PART-TIME TITLES FOR FISCAL YEARS 1998-99, 1999-00, AND 2000-01. WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Ana requires the City Manager to prepare, install and maintain a position classification and pay plan subject to civil service rules and regulations and the approval of the City Council; and WHEREAS, on August 2, 1982, the City Council passed and adopted Resolution No. 82-110 revising and re-establishing the Basic Classification and Compensation Plan for all officers and employees of the City of Santa Ana; and WHEREAS, on February 4, 1985, the City Council passed and adopted Resolution No. 85-27 establishing the exempt class of Management Intern in the office of the City Manager, and WHEREAS, on July 20, 1992, the City Council passed and adopted Resolution No 92- 071, which amended Resolution No. 82-110 to set forth wage rates for Unaffiliated and Represented Part-Time titles, respectively; and WHEREAS, the City Council has approved a Memorandum of Understanding with the Santa Ana City Employees/Service Employees International Union showing an adjusted listing of Represented Part-Time class titles and providing an across-the-board three and one-half percent (3.5%) base wage increase for Represented Part-Time employees effective June 11, 1999; an additional three and one-half percent (3.5%) increase effective July 1, 1999; and a third increase based on the Consumer Price Index (CPI) effective July 1, 2000; and WHEREAS, it is now proposed to provide Unaffiliated Part-Time employees an equivalent increase in base wages as outlined above, and to set forth corresponding wage rates in the basic classification/compensation plan for both Unaffiliated and Represented Part-Time classification titles; and WHEREAS, the Executive Director of Finance and Management Services proposes the addition of the Part-Time Unaffiliated classification title of Budget Intern, to provide part-time temporary support in the Budget Office; and 228 Resolution No. 1999-037 Page 2 of 3 WHEREAS, it is now desired to amend the City's Basic Classification and Compensation Plan in order to effect these changes. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA: 1. That Section 3.5.1 of Resolution No. 82-110, as amended, is hereby further amended to add, in alphabetical sequence, the Part-Time Unaffiliated title of Budget Intern, and assigning to this class five (5) hourly pay steps as follows: A Step, $11.83; B Step, $12.42; C Step, $13.04; D Step, $13.69; and E Step, $14.38 per hour. 2. That Section 3.5.1 of Resolution No. 82-110, as amended, is hereby further amended to read as follows: "Section 3.5.1. Class Titles and Wage Rates for Unaffiliated Categories of Non-Civil Service Part-Time Employment. Part-Time workers employed under class titles listed in Attachment A shall receive wages based on the hourly pay rates shown in this attachment effective June 11, 1999; July 1, 1999; and July 1, 2000, respectively. Attachment A is hereby incorporated into and made part of this section." 3. That Section 3.5.2 of Resolution No. 82-110, as amended, is hereby further amended to read as follows: "Section 3.5.2. Class Titles and Wage Rates for Long-Term Represented Categories of Non-Civil Service Part-Time Employment. Part-Time workers employed under class titles listed in Attachment B shall receive wages based on hourly pay rates shown in this Attachment, effective June 11, 1999; July 1, 1999; and July 1, 2000, respectively. Attachment B is hereby incorporated into and made part of this section." 5. That Section 2 of Resolution No. 85-27, as amended, is hereby further amended by increasing the assigned hourly rates for the exempt class of Management Intern from ($13.20-$13.85) to ($13.66-$14.33) effective June 11, 1999; and from ($13.66-$14.33) 229 Resolution No. 1999-037 Page 3 of 3 to ($14.14-14.83) effective July 1, 1999. Effective July 1, 2000, an additional increase will be granted based on the Consumer Price Index (CPI), in accordance with those increases provided for represented part-time titles. 6. That except as amended by this Resolution, all other provisions of Resolution Nos. 82-110 and 85-27 shall remain in full force and effect. 7. The CPI will be rounded up or down in accordance with the City's Part Time Wage Rate Schedule. If the CPI is 0% to .60%, then it will be rounded to .50%. If CPI is .61% to 1.19%, then it will be rounded to 1%. If CPI is 1.20% to 1.60%, then it will be rounded to 1.50%. If CPI is 1.61% to 2.19%, then it will be rounded to 2%. Finally, if CPI is 2.20% to 2.50%, then it will be rounded to 2.50%.
