RESOLUTION NO. 19 9 9-0 3 8
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA ANA ESTABLISHING THE APPROPRIATIONS
LIMIT OF THE CITY OF SANTA ANA FOR FISCAL YEAR
1999-2000.
WHEREAS, Article XIIIB of the Constitution of the State of California imposes upon units
of State and local government the obligation to limit each fiscal year's appropriations in fiscal year
1978-79 as adjusted for inflation and population; and
WHEREAS, the provisions of Proposition 111 and SB88 (Chapter 60/90) implemented
revised annual adjustment factors to be applied to the 1986-87 limit and each year in between in
order to calculate the 1999-2000 limit; and
WHEREAS, the City of Santa Aha has opted to use as the inflation adjustment factor, the
percentage change in the California per capita personal income; and
WHEREAS, the City of Santa Ana has opted to use as the population adjustment factor, the
County's own population growth; and
WHEREAS, Division 9 of Title I of the Government Code of the State of California, as
enacted by 1980 Statutes, Chapter 1205, effective January 1, 1981, directs the governing body of
each local jurisdiction each year; and
WHEREAS, the Executive Director, Finance and Management Services of the City of Santa
Aha has determined the City's appropriation limit for fiscal year 1999-2000 in accordance with the
said provisions of the Constitution and laws of the State of California and the documentation used
in said determination has been available to the public since June 30, 1999 in the office of the
Executive Director, Finance & Management Services;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Santa Ana that,
based upon the above said documentation, the appropriation limit of the City of Santa Arm for fiscal
year 1999-2000 is hereby found and determined to be $486,346,728.
