HomeMy WebLinkAbout99-042 - Amend Resolution Nos. 91-066 and 96-095271 RESOLUTION NO. 1999-042 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA TO AMEND RESOLUTION NOS. 91-066 AND 96-095 TO AMEND SALARY PROVISIONS FOR CERTAIN CLASSES OF EMPLOYMENT DESIGNATED AS UNREPRESENTED MANAGEMENT, PROFESSIONAL AND ADMINISTRATIVE. WHEREAS, Section 1004, Article X of City of Santa Ana requires the City Manager to prepare, install and maintain a position classification and pay plan subject to civil service rules and regulations and the approval of the City Council; and WHEREAS, on July 1, 1991, the City Council passed and adopted Resolution No. 91- 066 re-establishing the Basic Classification and Compensation Plan for classes of employment designated as unrepresented Executive and Middle Management; and WHEREAS, on November 18, 1996, the City Council passed and adopted Resolution No. 96-095 establishing a Basic Classification and Compensation Plan for classes of employment designated as unrepresented Administrative Management; and WHEREAS, said Resolution Nos. 91-066 and 96-095 have been amended from time to time; and WHEREAS, it is now desired to adjust the base salaries for unrepresented Executive Management, Middle Management and Administrative Management employees during the period September 1, 1999 through June 30, 2002; and WHEREAS, it is now desired to amend Resolution Nos. 91-066 and 96-095 to effect these changes. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA:' 1. That Resolution No. 91-066, as amended, is hereby further amended as follows: a. That Subsection A of Section 2 Schedule of Salaries, as amended, is hereby further amended to read as follows: "A: Three separate schedules showing salary rate ranges for classes of employment designated as Executive Management (EM), general Middle Management (MM), and Fire Battalion Chief (MM) are attached hereto and made a part hereof as through set forth in full herein. The schedules for Executive Management classes, general Middle Management classes, and for the class of Fire Battalion Chief (MM), and their respective effective dates are listed as follows: *272 Resolution No. 1999-042 Page 2 of 6 Category of Employment Salary Schedule No. Effective Date Executive Management (EM) EM-99 EM-00* EM-01** September 1, 1999 July 1, 2000* July 1, 2001'* Middle Management (MM) MM-99 MM-00* MM-01** September 1, 1999 July 1, 2000* July 1, 2001'* Fire Battalion Chief (MM) BC-1, Section 3, Attachment A September 1, 1999 July l, 2000 July 1, 2001 *Effective July 1, 2000, the salary matrices showing monthly pay ranges and steps assigned to classes of employment designated as Executive Management (EM) and Middle Management (MM) shall be increased by the Consumer Price Index (CPI), not to exceed 2.5%, for the Los Angeles-Anaheim-Riverside area for the period April 1, 1999 through April 30, 2000, based on the category "All Urban Consumers." The CPI will be rounded up or down and the salary steps will be changed in accordance with the following formula: CPI Salary Increase 0-.600 = 0.50% .610-1.19 = 1.00% 1.20-1.60 = 1.50% 1.61-2.19 = 2.00% 2.20 or higher = 2.5% These new salary matrices shall be developed as set forth above and shall be shown as Salary Schedules EM-00 and MM-00. **Effective July 1, 2001, the salary matrices showing monthly pay ranges and steps assigned to classes of employment designated as Executive Management (EM) and Middle Management (MM) shall be increased by the Consumer Price Index (CPI), not to exceed 2.5% for the Los Angeles-Anaheim-Riverside area for the period April 1, 2000 through April 30, 2001, based on the category "All Urban Consumers." The CPI will be rounded up or down and the salary steps will be changed in accordance with the following formula: 273 Resolution No. 1999-042 Page 3 of 6 CPI Salary Increase 0-.600 = 0.50% .610-1.19 = 1.00% 1.20-1.60 = 1.50% 1.61-2.19 = 2.00% 2.20 or higher = 2.5% These new salary matrices shall be developed as set forth above and shall be shown as Salary Schedules EM-01 and MM-01." b. That Section 3 of Schedule BC-1/Attachment A Salary for the Classification Fire Battalion Chief (MM), as amended, is hereby further amended to read as follows: "Section 3. Salaries Effective September 1, 1999, the salary assigned to the class of Fire Battalion Chief (MM) will be increased from five step Salary Rate Range No. M690, (Step A, $6050-Step E, $7355) to Salary Rate Range No. M697 (Step A, $6260-Step E, $7609) per month. Effective July 1, 2000, the base salary level assigned to the class of Fire Battalion Chief (MM) shall be increased by the Consumer Price Index (CPI), not to exceed 2.5%, for the Los Angeles-Anaheim-Riverside area for the period April 1, 1999 through April 30, 2000, based on the category "All Urban Consumers." The CPI will be rounded up or down and the five step Salary Rate Range assigned to Fire Battalion Chief (MM) will be changed in accordance with the following formula: CPI Salary Increase 0-.600 = 0.50% .610-1.19 = 1.00% 1.20-1.60 = 1.50% 1.61-2.19 = 2.00% 2.20 or higher = 2.5% Effective July 1, 2001, the base salary level assigned to the class of Fire Battalion Chief (MM) shall be increased by the Consumer Price Index (CPI), not to exceed 2.5%, for the Los Angeles-Anaheim-Riverside area for the period April 1, 2000 through April 30, 2001, based on the category "All Urban Consumers." That Section 3 of Resolution No. 96-095, as amended, is hereby further amended to read as follows: "Section 3. Designation of Administrative Management Classes and the Assignment of Such Classes to Salary Rate Ranges. Classes of employment included in this Resolution shall be designated as unrepresented Administrative Management and shall be identified by the capital letters "AM" in parenthesis next to following each class title. The basic salary compensation plan for all officers and employees of the City of Santa Ana who are now employed or will in furore be employed in any of the unrepresented administrative management classes listed below shall be allocated to salary rate ranges as next hereinafter set out: Class Title 5-Step Salary Rate Range Effective: 9-1-99 Annual 7-1-00 7-1-01 N~. The CPI will be rounded up or down in accordance with the Salary Schedule Matrix for Administrative Management (Schedule AM-I) based upon the following formula: CPI Salary Increase 0-.600 = 0.50% .610-1.19 = 1.00% 1.20-1.60 = 1.50% 1.61-2.19 = 2.00% 2.20 or higher = 2.5 %" 2. That except as amended by this Resolution, all other provisions of Resolution Nos. 91-066 and 96-095 shall remain in full force and effect. 3.
