A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA APPROVING CONDITIONAL
USE PERMIT NO. 99-16 TO PERMIT A
TRANSITIONAL LIVING CENTER LOCATED AT 921
NORTH BEWLEY STREET
WHEREAS, the Planning Commission held a public hearing on October 25, .1999, on
Conditional Use Permit Application No. 99-16, to allow a transitional living center for disabled
veterans located at 921 North Bewley Street; and
WHEREAS, Conditional Use Permit No. 99-16 came before this CoUncil on the consent
calendar at the regularl.y scheduled Council meeting held on November 15, 1999, and was set for
public hearing at a later date; and
WHEREAS, the City Council held a public heating on December 6, 1999i on Conditional
Use Permit No. 99,16; to allow a transitional living center for disabled ~yeterans, located at 921
North Bewley Street.
NOW, THEREFORE, BE ]LT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SANTA ANA AS FOLLOWS:
1; , Based upon the evidence submitted at the abovesaid hearing, this Council: finds and
determinesasfollows: , ,: ~-.
Will the transitional living center for alcohol and drug rehabilitation provide a service or
facility which will contribute to the general well being of the neighborhood or conuuumty.
The proposed facility, as conditioned, will provide a much needed community
service, thereby contributing to the long term success of the site, the neighborhood
and the community, Conditions of approval have been developed in order to
mitigate the potential and demonstrated impacts of the project. These include, but
are not limited to, requiring an on-site licensed security guard, upgrading the site to
meet the security ordinance standards, and a six month review.
Will the proposed use, under the circumstances, be detrimental to the health, safety or
general welfare of persons residing or working in the vicinity?
The project, as conditioned, will not create impacts or be detrimental to the overall
site or neighborhood. Site improvements will be made, such as the inclusion of an
on-site uniformed security guard and compliance with the City's security code to
improve the site and mitigate safety concerns of those residing and working in the
vicinity.

Will the proposed use adversely affect the present economic stability or future economic
development of property in the surrounding area.
As conditioned, the drag and alcohol recovery facility should not adversely affect
the present and future economic stability of property in the surrounding area. The
transitional living center and its design, provide a visual improvement to this
neighborhood. The future development of surrounding property in the area should
not be affected and the presence of on-site security at this project should decrease
the calls for Police service. '
Will the proposed rehabilitation facility comply with the regulations and conditions
specified in Santa Ama Municipal Code Section 41-41.5 for such a use?
As conditioned, the proposed facility complies with the zoning code and design
standards for such a use.
Will the proposed use adversely affect the General Plan of the City or any specific plan
applicable to the area of the proposed use?
A transitional living facility at this location is consistent with the General Plan of
the City of Santa Ana.
2. Conditional Use Permit NO. 99,16 is hereby approved as conditioned in Attachment A,
attached hereto and incorporated herein.

Conditions of Approval
Conditional Use Permit No. 99-16 is approved subject to compliance, to the
reasonable satisfaction of the Planning Manager, with all applicable
sections of the Santa Ana Municipal Code, the California Administrative
Code, the Uniform Fire Code, the Uniform Building Code and all other
applicable regulations.
The applicant must comply in full with each and every condition listed
below prior to exercising the rights conferred by this conditional use
permit.
The applicant must remain in compliance with all conditions listed below
throughout the life of the conditional use permit. Failure to comply with
each and every condition may result in the revocation of the site plan
review.
A. Planning Division
Comply with the conditions and requirements of DP No. 99-049 and
the staff report exhibits.
The applicant must remain in compliance with all conditions
listed below throughout the life of the conditional use permit.
Failure to comply with each and every condition may result in the
revocation of the conditional use permit.
The use is limited to a care facility for homeless veterans with

client base requires approval by the Planning Commission and City

The project is subject to the development standards and fees in-A
effect at the time of permit issuance.

Building permits for improvements and conditions shall be applied
for and permits pulled within six months of the date of the
nonDermitted construction shall be reviewed and approved under

Revise the site plan to depict replacement of approximately 160
square feet of sidewalk.
Police Department
The existing buildings and parking lot must conform with the
provisions of Chapter 8, Article II, Division 3 of the Santa Ana
Municipal Code (Building Security Ordinance). These code
conditions will require that the existing project's lighting,
door/window locking devices and addressing be upgraded to current
code standards. Lighting standards cannot be located in required
landscape planters.

The applicant shall be responsible for maintaining the premises

6. The Conditional Use Permit shall be reviewed at six months, at
one year; and then annually thereafter by the Police Department
for any modification to the conditions of approval.
