HomeMy WebLinkAbout2000-039 - Amend Resolution Nos. 82-110'159 RESOLUTION NO. 2000-039 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA TO AMEND RESOLUTION NOS. 82-110, 91- 066 AND 96-095 TO EFFECT CERTAIN CHANGES TO THE CITY'S BASIC CLASSIFICATION AND COMPENSATION PLANS VVHEREAS, Section 1004, Article X of the City Charter of the City of Santa Ana requires the City Manager to prepare, install and maintain a position classification and pay plan subject to civil service rules and regulations and the approval of the City Council; and VVHEREAS, on August 2, 1982, the City Council passed and adopted Resolution No. 82-110 revising and re-establishing the Basic Classification and Compensation Plan for Officers and Employees of the City of Santa Ana; and on July 1, 1991, the City Council passed and adopted Resolution No. 91-067, amending said Basic Classification and Compensation Plan to designate certain classes of employment as Unaffiliated Confidential (UC) and to set forth certain levels of salaries and benefits for these classes; and VVHEREAS, on July 1, 1991, the City Council passed and adopted Resolution No. 91-066, re-establishing the Basic Classification and Compensation Plan for classes of employment designated as unrepresented Executive Management (EM) and Middle Management (MM); and on November 18, 1996, the City Council passed and adopted Resolution No. 96-095, establishing the Basic Classification and Compensation Plan for unrepresented classes of employment designated as Administrative Management (AM); and VVHEREAS, with the adoption of the Annual Budget for Fiscal Year 2000-2001, the City Council authorized certain organizational, staffing, and compensation changes which affect a number of class titles in the City's Basic Classification and Compensation Plans; and WHEREAS, it is now desired to amend Council Resolution Nos. 82-110, 91-066 and 96-095 to effect these changes. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA: That Section 3 of Resolution No. 82-110, as amended, is hereby further amended by: a. deleting the following vacant and now obsolete classification titles: Resolution No. 2000-039 Page 1 of 6 160 Applications and Data Manager Background Investigator Budget Officer (UC) Engineering Aide Enterprise Coordinator Fire Communications Supervisor Fleet Parts Supervisor Micro Systems Coordinator Property Management Technician Special Inspections Supervisor Water Systems Supervisor adding, in alphabetical sequence, the following class titles at the monthly salary rate ranges indicated: 6-Step Salary Rate Range (AA-E) Effective 7-1-00 Annual Salary Class Title No. {Min-Max) Detention Records Supervisor 556 Graphics Supervisor 594 Lead Detention Records Specialist 526 Senior Combination 603 Building Inspector Senior Librarian 577 Supervising Library Services Assistant 506 ($37,728-48,168) ($45,408-58,008) ($32,604-41,604) ($47,448-60,612) ($41,808-53,376) ($29,556-37,728) changing the existing class title as indicated below, at no change in currently assigned salary level: FROM Combination Dwelling Inspector T._QO Combination Building Inspector changing the existing class title of Librarian I to Librarian, and providing an equity adjustment to this class title assigned to a six- step salary rate range: 6-Steo Salary Rate Range (AA-E) Effective 7-1-00 FROM Annual Salary TO Annual Salary Class Title NO. (Min-Mex) No. (Min-Max) Librarian 562 ($38,884-49,584) 572 ($40,776-52,068) Resolution No. 2000-039 Page 2 of 6 161 providing an equity salary adjustment to the following class title assigned to a five-step salary rate range: 5-Step Salary Rate Ran,qe (A-E) Effective 7-1-00 FROM Annual Salary T._Q_O Annual Salary Class Title No~ (Min-Max) No~ ~Min-Max) Detention 602 ($47,220-57,~.~.~.) 620 ($51,552-62,712) Supervisor That Section 3.1 Special Compensation Provisions (Applicable to Full Time Civil Service Employees Only, Unless Otherwise Specified) of Resolution 82-110, as amended, is hereby further amended by: adding the following pay designation "rr" to the list of special compensation provisions: "(rr) Incumbents in the class of Senior Accounting Assistant who, at the discretion of the appointing authority, are regularly and continuously assigned to serve in a "lead" supervisory capacity, will be paid an additional ten (10) salary rate ranges (5%) above the current base monthly salary step to which he or she would otherwise be entitled." adding the following pay designation "ss" to the list of special compensation provisions: "(ss) Incumbents in the class of Housing Specialist II who, at the discretion of the appointing authority, are regularly and continuously assigned to serve in a "lead" supervisory capacity, will be paid an additional ten (10) salary rate ranges (5%) above the current base monthly salary step to which he or she would otherwise be entitled." adding the following pay designation "tt" to the list of special compensation provisions: "(tt) Incumbents in the class of Senior Librarian who, at the discretion of the appointing authority, are regularly and continuously assigned to serve in a "lead" supervisory capacity, will be paid an additional ten (10) salary rate ranges (5%) above the current base monthly salary step to which he or she would otherwise be entitled." That Section 3B of Resolution No. 91-066, as amended, is hereby further amended by: Resolution No. 2000-039 Page 3 of 6 162 ao deleting the vacant and now obsolete unrepresented middle management class titles: Assistant Clerk of the Council (MM) Transportation Development Engineer (MM) adding, in alphabetical sequence, the following unrepresented middle management class title at the salary rate range indicated: 15-Step Salary Rate Ran,qe Effective7-1-00 Annual Salary 7-1-01 Cless Title No. ~Min-Max) No~ Community Affairs Manager MM-18 ($64,140-90,636) * designating the newly created class title of Community Affairs Manager as unrepresented Middle Management by adding the parenthetical identifier (MM) next to this class title. decreasing the salary level assigned to the class title Building Safety Manager (MM) as shown below: 15-Steo Salary Rate Ran,qe Effective 7-1-00 Class Title FROM TO: 7-1-01 Annual Salary Annual Salary No. (Min-Max) No. (Min-Max) No. Building Safety MM-28 ($82,116-116,016) MM-26 ($78,156-110,424) * Manager (MM) *Salary increase to be determined per Resolution No. 91-066, as amended by Resolution No. 1999-042 (Section l(a)).
