HomeMy WebLinkAbout2000-067 - Amend Resolution No. 91-066325 RESOLUTION NO. 2000-067 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA TO AMEND RESOLUTION NO. 91-066 TO ADD ONE TITLE TO THE CITY'S BASIC CLASSIFICATION/ COMPENSATION PLAN FOR EXECUTIVE AND MIDDLE MANAGEMENT, AND TO AMEND THE ANNUAL BUDGET WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Ana requires the City Manager to prepare, install and maintain a position classification and pay plan subject to civil service rules and regulations and the approval of the City Council; and WHEREAS, on July 1, 1991, the City Council passed and adopted Resolution No. 91-066 re-establishing the Basic Classification and Compensation Plan for classes of employment designated as unrepresented Executive Management (EM) and Middle Management (MM); and VVHEREAS, on June 19, 2000, the City Council passed and adopted Ordinance No. NS-2431, which establishes the City's Annual Budget, authorizing position allocations for Fiscal Year 2000-01, and which sets forth the requirement that alterations in the allocation of authorized positions be reviewed and approved by the City Council; and WHEREAS, in order to increase the City's efficiency and effectiveness in providing development services to the community, the City Manager proposes establishment of the new unrepresented executive management classification of Deputy City Manager for Development Services, which shall also serve as the executive director of the Planning and Building Safety Agency; and VVHEREAS, it is now desired to amend Council Resolution No. 91-086 and the Fiscal Year 2000-01 Annual Budget in order to effect this change. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA: That Section 3A of Resolution No. 91-066, as amended, is hereby further amended by: adding the following unrepresented classification title at the salary rate range effective dates indicated: Class Title Deputy City Manager for Development Services 15 Step Salary Rate Ran,qe Effective 10-1-00 Annual 7-1-01 No. (Min-Max) No. EM-34 ($91,044-128,628) * Resolution No. 2000-067 Page 1 of 3 326 designating the newly created classification title of Deputy City Manager for Development Services as Executive Management by assigning the parenthetical identifier "EM" after this class title. *Salary Rate Range to be determined per Section 2A of Resolution No. 91-066, as amended by Resolution No. 1999-042. That the Annual Budget for Fiscal Year 2000-011 as amended, is hereby further amended by reallocating one position as shown below: No. of Positions FROM 15-Step TO 15-Step Current Range Reallocated Range Position Title No. Position Title No. Executive Director of Planning and Building Safety (EM) EM-31 Deputy City EM-34 Manager for Development Services (EM) That except as amended by this Resolution, all other provisions of Resolution No: 91-066, and the Annual Budget for Fiscal Year 2000-01, shall remain in full force and effect.
