RESOLUTION NO. 2001-034
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA APPROVING AN AMENDMENT TO THE
CITY'S DESIGN AND DEVELOPMENT STANDARDS FOR
BUILDING AND SITE LIGHTING
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS
FOLLOWS:
SECTION 1. The City Council hereby finds, determines and declares as follows:
A. From time to time, the City has adopted and revised design and
development standards to apply to new development within the City.
B. Typically, these design and development standards are adopted by
resolution, following the recommendation of the City's Planning Commission.
C. The City's Planning Commission has, after a full and complete review,
recommended that the City Council adopt revised design and development
standards relating to building and site lighting.
D. The proposed revised building and site lighting amendments consist of four
separate items: (1) accent lights; (2) Code requirements; (3) design objectives; and
(4) design standards.
E. The Council finds that the existing building and site lighting standards are
outdated, offer incomplete information and should be revised.
SECTION 2. The revised building and site lighting standards attached hereto as
Exhibit 1 are hereby approved and adopted as part of the City's design and development
standards, and shall be made regularly available by the City's Planning and Building
Agency.

Code Requirements:
The following are existing provisions of Santa Ann Municipal Code related to addressing
lighting:
Section 8-210 0,m,n,o): Thc following special provisions apply to all residential dwellings:
I. All cxterlor doors shall bc equipped with a lighting device which shall provide a minimum
maintained one foot-candle of tight at ground level during hours of darkness. Vandal resistant
covers shall protect lighting devices.
Aisles, passageways and recesses related to and within multiple.family dwelling complexes
shall be equipped with lighting devices which shall provide a minimum maintained one foot-
candle of light at wound level during hours of darkness. Vandal resistant covers shall protect
lighting devices.
All parking lots, carports, garages and parking s~'uctures of multiple-family dwelling
complexes shall be equipped with lighting devices which will provide a minimum maintained
one foot-candle of light on thc parking surface during hours of darkness. Subtecrancan parking
lots shall maintain lighting 24 hours a day. Vandal resistant covers shall protect lighting
devices.
o. All exterior required lighting devices shall be placed at a height which will fully illuminate an
average adult. (Malibu lights or tmllard lighting does not satisfy this requirement.)
Section 8-211(m)(2-4): The following special provisions apply to commercial (non.residential)
buildings:
m. The following standards for lighting and address markings shall apply to commercial (non-
residential) buildings:
All exterior doom (podes~an and overhead) shall be equipped with a lighting device which shall
provide a minimum maintained one foot-candle of light at wound level du~ng hours of darkness.
Vandal resistant covers shall pro~ect lighting devices.
All parking lots, and access thereto, providing more than 10 parking spaces and for use by the
general public, shall be provided with a minimum maintained one foot-candle of light on the
parking surface from dusk until the termination of business every operating day. At all other
hours of darkness, a minimum maintained 0.25 foot-candles of light shall be provided at ground
level. (These standards are applicable to any private parking area, regardless of size or users.)
4. Exterior lighting shall not shine away from subject property. (Lighting shall not glare onto or
direct exposed lights to adjacent property.)
C. Section 41-130~(c, h):
c. Lights used to illuminate the parking area shall bc reflected away (or shielded) from any residence
or sensitive ]and use.
Sensitive land uses as used in this section are those adjacent land uses such as day care, parks,
schools, churches, convalescent homes, and hospitals that will be potentially impac~d by the
proposed parking lot and ancillary parking activities.

Design Objectives:
Exterior lighting is to be designed into development proposals based on the following
objectives:
A. To provide security and safety for vehicles and pedestrians,
B. To provide visual enhancement to development, and
C. To be an integrating design element of the site, building(s), and landscape.
Building and Site Lighting Design Standards:
In addition to the above provisions of the Santa Ana Municipal Code, the following design
standards apply:

Lighting should be provided in a relatively even pattern with
ground level foot-candle illumination levels not varying by
more than four to eight foot-candles.
Site lighting may not exceed 5 foot candles of illumination
within 50 feet of a property zoned or used for residential
purposes or is a sensitive land use [as defined by 41-1304(h)].
Decorative accent lighting and fixtures above the minimum 1-
foot candle illumination levels of surrounding parking lots
should be provided at vehicle driveways, entry throats,
pedestrian paths, plaza areas, and other activity areas.
Lighting should be provided to accent on-site public art,
specimen trees and architectural features.
Illumination to a minimum maintained one foot-candle should
be provided at steps, ramps and other potentially hazardous
grade differentials.
Parking lot lights should not exceed 35 feet and in no case
exceed the maximum height of the district they are located. In
addition parking lot lights may not exceed 20 feet if within 50
feet of property zoned or used for residential purposes or for a
sensitive land use [as defined by 41-1304(h)].

Wall mounted lights may not extend above the
height of the wall or parapet to which they are
mounted.
Lighting fixtures and luminaries should be
provided to complement the architectural style
and be compatible with the development
where they are located.
9. Lighting should not be animated.
10. Exterior lighting should be designed and
installed to direct, shield, and confine direct
rays Of light to within the boundaries of the
development.

11. Exterior lighting should be designed through placement and fixture type to avoid direct
glare in the eyes of on-site pedestrians and drivers.

12. Overhead service wires or exposed conduit
are to be avoided.
13. Parking lot, accent, and building lights should
be coordinated for appearance as well as
functionality.
14. Decorative lighting should be designed in a
subtle, architecturally appropriate and
screened manner in order to enhance and
attract attention to a development.
15. Light fixtures with exposed bulbs are not
allowed.
16. In parking lots, light standards should be designed with raised bases in order to protect the
light from vehicles and keep the connection with the footing above the irrigation when they
are placed in planters.
17. Light standards should be placed so that the illumination spread will not conflict the growth of
trees in require, d parking lot planters.

18. Exterior doors are required to be fully illuminated to a ~2)
