HomeMy WebLinkAbout2001-077 - Amend Resolution Nos. 91-066RESOLUTION NO. 2001-077 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA TO AMEND RESOLUTION NOS. 91-066 AND 96-095 TO AMEND THE COMPENSATION PLANS FOR CERTAIN CLASSES OF EMPLOYMENT DESIGNATED AS UNREPRESENTED MANAGEMENT. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1. The City Council hereby finds, determines and declares as follows: Section 1004, Article X of the City Charter of the City of Santa Ana requires the City Manager to prepare, install and maintain a position classification and pay plan subject to civil service rules and regulations and the approval of the City Council. B. On July 1, 1991, the City Council passed and adopted Resolution No. 91-066 re-establishing the Basic Classification and Compensation Plan for classes of employment designated as unrepresented Executive and Middle Management. C. On November 18, 1996, the City Council passed and adopted Resolution No. 96-095 establishing a Basic Classification and Compensation Plan for classes of employment designated as unrepresented Administrative Management. D= Said Resolution Nos. 91-066 and 96-095 have been amended from time to time. It is the City's desire to provide salary and benefit enhancements to unrepresented Executive Management, Middle Management and Administrative Management employees comparable to those that are provided to represented non-management general service "miscellaneous" employees during the period November 1, 2001 through June 30, 2004. It is now desired to amend Resolution Nos. 91-066 and 96-095 to effect these changes. Section 2. That Resolution No. 91-066, as amended, is hereby further amended as follows: Resolution No. 2001-077 Page 1 of 11 That Subsection A of Section 2 Schedule of Salaries, as amended, is hereby further amended to read as follows: "A. Three separate schedules showing salary rate ranges for classes of employment designated as Executive Management (EM), general Middle Management (MM), and Fire Battalion Chief (MM) are attached hereto and made a part hereof as though set forth in full herein. The schedules for Executive Management classes, general Middle Management classes, and for the class of Fire Battalion Chief (MM), and their respective effective dates are listed as follows: Category of Employment Salary Schedule No. Effective Date Executive Management (EM) EM-02 November 1,2001' Middle Management (MM) MM-02 November 1, 2001' Fire Battalion Chief (MM) BC-I / Attachment A, November 1, 2001 Section 3 *Effective July 1, 2002, the salary matrices showing monthly pay ranges and steps in effect on June 30, 2002 assigned to classes of employment designated as Executive Management (EM) and general Middle Management (MM) shall be increased by 4%. These new salary matrices shall be developed as set forth above and shall be shown as Salary Schedules EM-03 and MM-03. Similarly, effective July 1, 2003, the salary matrices showing the monthly pay ranges and steps in effect on June 30, 2003 (EM-03 and MM-03) shall be increased by 4%. The resulting new salary matrices shall be in effect on and after July 1,2003, and shall be shown as Salary Schedules EM-04 and MM-04." That Section 3 of Schedule BC-1/Attachment A Salary for the Classification Fire Battalion Chief (MM), as amended, is hereby further amended to read as follows: "Section 3. Salaries Effective November 1, 2001, the salary assigned to the class of Fire Battalion Chief (MM) shall be Salary Rate Range No. M707 ($78,888 - $95,858 per year). Unless otherwise agreed to in negotiations with a bargaining unit that represents the classification Fire Battalion Chief, on July 1, 2002, the salary assigned to the class of Fire Battalion Chief (MM) shall be Resolution No. 2001-077 Page 2 of 11 increased by eight salary rate ranges to Salary Rate Range No. M715 ($82,020 - $ 99,708 per year) and, on July 1, 2003, the salary shall be increased by eight salary rate ranges to Salary Rate Range No. M723 ($85,284 - $103,692 per year)." That Section 4.1 Bilinqual Skill Pay is hereby amended to read as follows: "4.1 Bilin,qual Skill Pay. Qualified employees who are assigned to positions involving the regular and frequent use of bilingual skill in both English and either Spanish, Vietnamese or other language designated by the City Manager will be paid a monthly pay differential of forty dollars ($40) above his or her then current base monthly salary step. Incumbents of positions where bilingual proficiency is essential to the performance of duties and responsibilities of a critical and/or emergency nature, or of positions where bilingual public contact is a major, essential or integral element of the work being performed, will be paid a monthly differential of one hundred fifty dollars ($150) above his or her then current base monthly salary step." That subsection C of Section 6.1 Retirement Plan Contributions, as amended, is hereby further amended to read as follows: "Effective November 1, 2001, the City shall pay the full cost of providing the 2% @ 55 CalPERS Retirement Benefit for unrepresented non-sworn CalPERS "miscellaneous" Middle Management and Executive Management employees." That Section 6.4 Dental Insurance, as amended, is hereby further amended to read as follows: "The City shall contribute toward the dental insurance coverage of all employees covered by this Resolution in the same manner and amount as provided for represented, non-management general service CalPERS "miscellaneous" employees. Any contribution necessary to maintain benefits under any dental insurance program provided by the City for its employees and their eligible dependents in excess of the amounts of the City contribution shall be entirely borne by the employee." That Section 6. Employee Benefits, as amended, is hereby further amended to add a new subsection 21 to read as follows: "6.21 Medical Retirement Subsidy Plan. Based on the first payroll period in October 2001 and no later than October 31 each year thereafter, the City shall contribute to a fund an amount of money equal to one-half of one percent (0.5%) of the salary base of the employees covered by this resolution for the purpose of providing a retiree health insurance subsidy Resolution No, 2001-077 Page 3 of 11 plan. Eligibility for and the specific payments made to affected employees shall be designated by the City Manager. The plan shall be administered by the City, at no cost to the affected employees. The funds contributed by the City will be maintained in such a manner as to insure that they are invested in a reasonably secure plan that bears a reasonable rate of interest/growth given current financial markets, such as investments made pursuant to the then current Statement of Investment Policy for the City of Santa Ana. This program is for medical insurance premium reduction only and will be implemented by February 1, 2002 for an employee retidng after July 1, 2001. If an employee retires between July 1, 2001 and February 1, 2002, he or she will be eligible to participate in said plan; however, in no event, will he or she be eligible to utilize this program until February 1, 2002. Additionally, in no event shall said employee(s) be eligible for retroactive medical program reduction assistance prior to February 1,2002." Section 3. That Resolution No. 96-095, as amended, is hereby further amended as follows: That Section 3, as amended, is hereby further amended to read as follows: "Section 3. DesiRnation of Administrative Mana.qement Classes and the Assiqnment of Such Classes to Salary Rate Ranqes. Classes of employment included in this Resolution shall be designated as unrepresented Administrative Management and shall be identified by the capital letters "AM" in parenthesis next to each following class title. 08 09 10 11 12 13 14 15 SCHEDULE BC-1 BASIC SALARY AND WAGE SCHEDULE FOR FIRE BA'C]'ALION CHIEF (MM) This basic salary and wage schedule provides for a number of ranges of pay rates (salary rate ranges) each comprised of five pay steps or rates. The salary rate ranges are identified by the letter M, and a three-digit number. Steps ara identified by the letters A to E inclusive. The purpose of each step and the length of service and other criteria required for advancement within the rate range is defined below. A - Lowest step in range. B - Shall be granted on the first day of the month following completion of one year of continued satisfactory and efficient service. C - Same as B. D - Same as B. E- Same as B. NOTE:' A performance appraisal shall be required for movement through the steps. SALARY SCHEDULE MATRIX In the following salary schedule matrix, each salary range is identified by a three-digit number. The first two digits are listed in the first vertical column on the left and the third digit is listed horizontally across the top and identifies the appropriate column. This three-digit range number locates "A" step of the range and steps B, C, D, and E are found in the column directly below "A' step. For example, 'A" step of Range No. 601 is found to be $3915 by moving down the left column (Range No.) to the number 60 (the first two digits of the Range No.), then horizontally to column 1 (the third digit of the Range No.).
