A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA AUTHORIZING THE ESTABLISHMENT OF
GRANTS FOR BLOCKS PROGRAM AS A NON-ENDOWED
AGENCY FUND WITH THE ORANGE COUNTY
COMMUNITY FOUNDATION

and declares as follows: ~:;"-~
A. The City Council authorized the Grants for Blocks Program ("Program") in
March of 1999, by Resolution No. 1999-014. The Program was
established to encourage community building projects and greater
collaboration between neighborhood groups, service clubs, schools,
community-based organizations, the faith community and local
businesses.
The Program has been successful, attracting gifts of over $35,000.00 and
funding over forty improvement projects, but certain types of charitable
foundations are not able to make gifts to local government and would
prefer to work with non-profits incorporated under Section 501 (c) (3) of
the Internal Revenue Code or Community Foundations.
The Orange County Community Foundation ("OCCF") is a non-profit
organization established to administer donations received and distribute
grants to meet the needs of the Orange County community.
The City recommends contracting with OCCF to establish Grants for
Blocks as a non-endowed Agency Fund and continue normal operation of
the Program, while allowing charitable foundations to donate their gifts
directly to OCCF, with annual fees to be paid to OCCF in the amount of
two percent (2%) of the fund balance.
Section 2. The City Council hereby authorizes the establishment of Grants for
Blocks as a non-endowed Agency Fund with the Orange County Community
Foundation.
Section 3. The City Council of the City of Santa Ana hereby authorizes and
empowers the Executive Director of the Community Development Agency or his
designee to execute in the name of the City of Santa Ana all necessary applications,
contracts, agreements, amendments and payments needed for the establishment and

maintenance of Grants for Blocks as a non-endowed Agency Fund with the Orange
County Community Foundation.
Section 4. The City Council hereby authorizes the transfer of the Grants For
Blocks funds from the current account to the Orange County Community Foundation.
Section 5. This Resolution shall take effect immediately upon its adoption by
the City Council, and the Clerk of the Council shall attest to and certify the vote adopting
this Resolution.
