HomeMy WebLinkAbout2003-039 - Amending the City of Santa Ana Award Program for Outstanding Historic Preservation ProjectsRESOLUTION NO. 2003-039 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA AMENDING THE CITY OF SANTA ANA AWARD PROGRAM FOR OUTSTANDING HISTORIC PRESERVATION PROJECTS bk: 4/15/03 BE IT RESOLVED BY THE CITY COUNCIL'OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1. The City Council of the City of Santa Ana hereby, finds, determines and declares as follows: On April 1, 2002, following a public hearing, the City Council adopted Resolution No. 2002-022 which adopted the award program for outstanding historic preservation projects. This award program was to further a 2001 City Council approved incentive program for owners of historic properties. One component of this incentive program for owners of historic properties was creation of an awards program for outstanding projects related to historic preservation. At its meeting on April 8, 2003, the Historic Resources Commission voted, by a unanimous vote of 8:0 (Lutz absent), to recommend that the City Council amend this City of Santa Ana Award Program for Outstanding Historic Preservation Projects. This request to the City Council followed the decision by an Ad Hoc Committee of the Historic Resources Commission that no eligible nominations for an award had been received for this year. D= The Historic Resources Commission recommended the following changes to the award program: For this calendar year only, extend the formal submittal deadline to May 1,2003 to allow additional nominations to be submitted. A current eligibility criterion requires that the nominated project be completed during the previous calendar year. As a permanent change to the program, the. Historic Resources Commission recommends extending this completi.on date to three (3) years prior to the award year to allow more properties to be eligible for nomination. = Extend nominations to properties not on the Local, State or National Registers of Historic Places with the provision that, should the Resolution No. 2003-039 Page 1 of 3 owners of the property wish to accept the nomination, they apply concurrently for inclusion on the Santa Aha Register of Historical Properties (current eligibility criterion requires the nominated property to be currently listed. If additional nominations are submitted for this year and determined eligible, the Commission recommends that the announcement of the award by the Historic Resources Commission be moved to August, followed by the City Council presenting the award(s) to the property owner(s) at the City Council's first televised meeting in September. In subsequent years, the schedule for announcing and presenting the awards would resume to the 'pre-established program time frames. In accordance with the California Environmental Quality Act, the proposed project is exempt from further review. Categorical Exemption Environmental Review No. 2002-62 will be filed for this project. Section 2. The City Council of the City of Santa Ana hereby approves the above referenced amendments to the City of Santa Ana Award Program for Outstanding Historic Preservation Projects. Except as expressly amended by this Resolution, City Council Resolution No. 2002-022 shall remain in full force and effect. Section 3. This Resolution shall take effect immediately upon its adoption by the City Council, and the Clerk of the Council shall attest to and certify the vote adopting this Resolution.
