Roll call was answered by Councilmen Royal E. Hubbard, Harry H. Harvey, James Gilmore, Henry H. Schlueter, and Mayor A. Allen Hall. Following the Pledge of Allegismce to the Flag, the Invocatio~ was delivered by Captain H. B~oughton of the Salvation Army. APPROVAL 0FMIND~fES On motion of Councilw~n Hubbard, seceded by Councilman Schlueter and carried, Council approved as mailed the Minutes of the Regular Macring of Februaz-y 1, 1965. BID AWARD - On motion of CouncilmA~ Hubbard, seconded PROJ. 146 by Counci]w=~ Schlueter and carried, Council ordered filed a report of bids received for construction of McFadden from Harbor to Mohawk, Project 1~6; approved award of contract to R. J. Noble Company at unit prices; and rejected all other bids. BID AWARD - On motion of Councilman Hubbard, seconded BRUSH CHIPPER by Counc]lm-- Schlueter and carried, Council ordered filed a report of bids received for one brush chipper, trailer mounted, Spec. 652-9; approved award of contract to The Agricultural Machinery Company, Incorporated for a net cost of $2,697.76; and rejected all other bids. BID AWARD - On motion of Councilm~n Hubbard, seconded AIR COMPRESSORS by Councilman Schlueter and carried, Council ordered filed a report of bids received for two air compressors, Spec. 623-2~; approved award of c~tract to Blystone Equipment Company at a net cost of $6,200; and rejected all other bids. ~G - A.A. 5~3 Mayor Hall opened the hearing on Amendment R~IEW HOSPITAL Application 533 filed by Riverview Hospital, Incorporated to amend Sectional District Map 2-5-10 by reclassifying from the R 1 to the C 1 district, property on the east side of Fairview between Edna Drive end Westminster. Planning C~ission Resolution 571~ recommended approval of Exhibit AA 533 B, reclassifying from R 1 to the LP district. The Clerk reported that notice of the hearing was published in The Register on January 16, t965 and that no written communications or objections had been received° James Don, representing the applicant, stated he was available if there were questions. There being no response to the Mayor's call for testimony, the hearing was closed. Richard Wimter, Real Estate Officer for the Post Office Department, stated that the applicants concurred with the first seven items of the Plamni~g Direct~r's~report, but disputed the requirement that major access for all three parcels be located at the intersection of Old Grand aed Santa Clara. Alternatives 1, 2, and 3 were displayed showing various access proposals. Nro Wi~ter stated two access points on Gran~l and one om Santa Clara were considere~ necessary, or a combination of Alternatives 2 and 3, and requested waiver of alley requirement. Framk Bueche, 1621 E. 21st, representing Russell Rohrs, stated that the traffic problem was of concern to everyone; and that the logical ingress offSanta Clara is opposite Old Grand. Noel Conway, 1521 Eo Catalina, speaking for the Santa Aha East Homeowners Association, stated that Rib should be used exclusively for parking, and that residents would have no objections if it were so used; that the complaint was the usage by semi-trucks as ingress and egress. Ne also questioned w~aether or not a timely filing of the map had been made. Mas. Bally Rosan, 15B~ E. 21st, supported Mr. Conway's statements regarding Rib use. A discussion followed regarding various turning movements and maneuvering space in the lot. Mr. Bueche suggested a Conditional Use Permit or conditional access to Santa Clara until Mrs. Conklin decides the future use of the corner property.
