OF THE CITY COUNCIL OF TNE CITY OF
SANTA AMA, CALIFORNIA
September 30, 1965
The meeting was called to order at 2:02 p.m. in the Council Chamber,
217 N. Main Street. Roll call was answered by Councilmen James Gilmore,
Walter Brooks, J. Ogden Markel, Tc~ McMichael~ and Mayor ]{arry N. Harvey.
Councilmen Davis Burk and Wade Herrin were absent.
The Clerk reported that notice of the Adjourned Regular Meeting had been
posted as required by law and evidence thereto was on file in the Office
of the Clerk.

GUESTS - EL SALVADOR of the Santa Ana People-to-
People Program~ introduced
Joaquin F. Garcia, Emilio A.
Izaquirre A., and Jesus p~neda, frem Santa Ana~ E1 Salvador, volunteer
firemen training in Santa Aha to operate the fire engine donated to E1
Salvador by the City of Santa Aha. Mayor Narvey presented the visitors
with flags of the United States.

SALARIES
The City Manager reviewed his
report submitted to Council
regarding the proposed increase
iu salaries to the Santa Aha
City Employees. Mr. Richard Kopel, Chamber of Commerce, presented the
Chamber of Commerce report recommending that no increase be given until
the entire salary structure could be studied.
Mr. Robert McLeod, 1529 E. Wellington~ representing the firemen and
Mr. Ralph De Simone, De Slmone Management Consultants of Los Angeles,
representing the City Employees Associatio~ spoke in favor of the City
Manager's proposal for salary increases.
RESOLUTION 65-1~9 AMENDING SECTIONS 3 AND 3.1 OF RESOLUTION NO. 58-281 was
read by title. It was moved by CounciLman Gilmore, seconded by Counc~lm~n
Brooks that further reading be waived and Resolution 65-149 be adopted. On
roll call vote:

On motion of Councilman Gilmore~ seconded by Councilman Brooks and carried,
Council adopted a Minute Order requesting the Personnel Board to study the
merit system and report to Council their findings within six months~ noting
they should accept assistance of the Chamber of Cmmmerce and the City
Employees Association.
RECESS
At 3:~0 p.m. the Mayor declared
a five minute recess. At 3:50 p.m.
the meeting was reconvened with
same Council members present.

REFUSE COLI~TION The Manager's written report
not being ready, on motion of
Councilman Brooks, seconded by
Councilman Gilmore and carr~
Council deferred action on procedures and rates for service charge financing
of refuse collection, but set the matter for public hearing on October 18, 1965,
7:30 p.m. in the Council Chamber. The Manager was asked to have his written
report available as soon as possible.

to Council regarding Chamber
of Commerce recc~mendation
that an objective study of
reporting and forms requirements of the City be made~ stating his written report
would recommend an analysis of possible computer use.
Mr. Bill Shockey, Chamber of Ccmm~erce representative, re-stated the recommendation
that a general overall study be made which would include automatic data processing
and accounting procedures but not be limited thereto.
On motion of Councilman Brooks, seconded by Councilman Markel and carried~
Council deferred action on the matter to October 18~ 1965 for further study.
CLAIM S~'I-i~L~ - It was moved by Councilman
FINN Me24ichael~ seconded by
Councilman Gilmore and carried,
that the City of Santa Ana
accept from Kenneth N. Finn and Norma L. Finn the amount of $2~667.76 in full
settlement of its claim against said Kenneth N. and Norma L. Finn for damages
sustained by City by virtue of City's statutory obligation to maintain full
salary payments to Leon Edwin Wilber for one year from date of injury sustained
in the course of employment on October 2, 1964, and involving a vehicle owned
by Kenneth N. Finn and operated by Norma L. Finn; and that the City of Santa
Ana accept the amount of $672.88 in settlement of its claim for reimbursement
for property damage sustained by City of Santa Aha in the aforesaid accident~
and that the City M~anager be authorized to execute on behalf of the City of
Santa Ana such documents as may be required to settle the City's claim.
