MEETING OF TEE CITY COUNCIL
OF THE CITY OF
SANTA ANA, CALIFORNIA
November 29, 1965
The meeting was called to order at 2:00 p.m. in the Council Chamber, 217 N.
Main Street. Roll call was answered by Councilmen James Gilmore~ Walter
Brooks~ Davis Burk, Wade Herrin, J. Ogden ~mrkel, Tom McMlchael, and
Mayor Narry H. Harvey.
The Clerk reported that notice of the Adjourned Regular Meeting had been
posted as required by law and evidence thereto was on file in the Office
of the Clerk.
REFUSE COT.T.RCTION Council considered proposed action
to set rates for service charges
for refuse collection, continued
from November 15, 1965. Councilman
Burk submitted a proposal which would set the rate at 95~ or $1.00 instead
of 85~ as suggested by the Manager.
Councilm-n Markel stated any adjustment should be in favor of the house-
holder and suggested Councilman Burk's proposal be accepted. Councilman
McMichael proposed the weight for businesses be determined at 100 lbs.
rather than 66 lbs.
The map area for the downtown commercial area was discussed, resulting in
a motion by Councilman Burk, seconded by Councilm~u Gilmore, that the
setting of rates would affect commercial uses in the map area and household
residential units, leaving those commercial users in the outside areas
negotiating directly with the contractor for special services at their
present rates. Councilman Gilmore asked if the intent of the motion was
that whatever charge was set would be based on the present commercial map.
Councilman Burk replied in the affirmative, and the motion was adopted.
It was moved by Councilman B~ooks, seconded by Councilman Markel, that the
City Attorney prepare a resolution adopting the proposed schedule of rates
for refuse collection in accordance with the City Manager's recommendation.
In answer to a question by Councilmen Gilmore, the Manager explained that
his recommendation excluded the container user, therefore, they would not
be billed by water meter. At Councilman Burk's suggestion, the following
addition was made to Paragraph 6 of the Manager's report, regarding
containerized charges, "there will be no charge to users of containerized
services."
Councilman McMichael moved an amendment to the motion that under the map
that the commercial uses be raised to 100 lb. limit per collection, and
the rates be for six month trial period, January l, 1966 to July l, 1966
and prior to that the entire program be re-analyzed based on experiences
during the trial period. In answer to Councilman Gilmore's question,
Councjlm-n McMichael stated the amendment would eliminate the third classi-
fication of quantities in Paragraph 5 of the Manager's reccmmendation.
The motion to amend was seconded by Councilman Gilmore and carried.
Councilman Gilmore asked that it be made quite clear that the Council's action
has nothing to do with What the contractor is required to do -- that the
Council is only establishing the basis on which people will be charged for
the service of refuse collection.

Answering Councilman Burk's question, Richard Kopel, representing the
Chamber of Commerce, stated he did not agree with the proposal that the
map area be charged a different rate from the area outside the map.
The amended motion was restated in summary by Mayor Harvey as directing
the Attorney to prepare a resolution adopting a schedule of rates for
refuse collection service charges recommended by the Manager~ setting
two schedules instead of three for commercial and industrial uses in the
map area based on 100 lb. quantities; that the rates be reviewed prior
to July 1, 1966.
The amended motion was adopted. Councilman Burk voted "no", but later
asked that his vote be changed to "aye" in view of the fact that he
supported the program and was in disagreement with one point only.
CHRISTMAS PARADE It was moved by Councilman Herrin,
seconded by Councilman Markel and
carried, that the request from
the Junior Chamber of Commerce
for permit for 20th Annual Frolic Christmas Parade, December 4th, be
approved.
SHOPPERS' BUS Mr. Hal Winter, Downtown Santa Ana
Association, presented to Council
the request from the Downtown
Association for permission to
operate free bus service December 4 through 28, using Venice Tram Co.
buses. It was moved by Councilman Markel, seconded by Councilman Brooks
and carried, that the request be approved.
Councilman Brooks questioned whether something could be done to clean up
the windows and sidewalks in some of the vacant buildings downtown.
Mr. Hal Winter, Downtown Santa Ana Association, explained that he had
contacted the owners of these buildings and did not get good response from
them to clean up their windows and sidewalks. Mr. Winter also noted that
the number of newspaper racks is an unsightly condition, and that regulations
to control these matters should be adopted.
Councilman Markel suggested Mr. Winter ask merchants to use window curtains
when re-dressing manequins in the store windows.
Mr. Brooks stated he would take down and dispose of obsolete signs downtown
if the Building Department would initiate condemnation proceedings.
The City Manager informed Council that the Friday before Christmas and the
Friday before New Years would be observed as the holidays allowed City
employees and the City Hall would be closed.
