HomeMy WebLinkAbout09-13-1966 ~[LNU'I'~ OF THE ADJOURNED REGULAR ~u~£f/$G OF T~ CITY COUNCIL OF TEE CiTY OF $~TA ANA, CALIFORNIA September 13, 1966 The meeting was called to order at 7:30 P.M., in the Council Chamber, 217 N. M~in Street, with the following Councilmen present: James Gilmore, Walter Brooks, Davis Burk, Wade Herrin, J. Ogden Markel, Tom McMichael and Mayor Narry H. Harvey. Also present were City Manager Carl J. Thornton, City Attorney William L. Mock, Clerk of the Council, Doris M. Brown, all Department Heads, Everett Parks and Gor~on Bricken, Chairman and Vice Chairman of the Planning Com- mission. The Clerk of the Council reported that the Order of Adjournment of the Regular Meeting of September 6, 1966 was posted as required by law, and a Certificate of Posting was on file in the Office of the Clerk of the Council. CAPITAL IMPRO~S PROGRAM - Planning Director Van Stevens and Senior Planner Steve Lafer introduced and explained the fifteen year Capital Improvements Program submitted to the City Council by the Planning Cummission. The program was discussed at length by the City Council and the Staff. Leonard Hines and Hal Winter, representing the Downtown Santa Aha Association, expressed regret that improvements, such as parking, lighting and a mall, in the Central Core Area had not been included in the first phase of the program. The Central Core Area was described by Mr. Winter as being the area between First and Tenth Streets and between Mertimer and Flower. The Planning Director explained that without specific plans it was impossible to estimate costs, noting ~hat the City Center Plan had not yet been adopted as a part of the General Plan. Mr. Hines stated the Downtown Association could come up with plans and asked that they be included in the first phase of the Capital Improvements Program. The Planning Director suggested that the Staff could proceed and request the Planning Ccmmission to go into hearings on the City Center Plan, proceeding with the assumption that monies will be available. Prank Bueche spoke in favor of the Capital Improvements Program and urged that it be put into effect as rapidly as possible as a complete program. Council discussed at length financing resources and bonding procedures. A motion by Councilman McMichael, seconded by Councilm-n Gilmore, that the Council go on record as approving the Capital Improvements Program as submitted by the Planning C~--~ission without taking action at this time with regard to time priority of individual listings, was adopted unanimously on roll call vote. CITY COUNCIL -32- September 13, 1966 On motion of Councilman Brooks, seconded by CounciLman Burk and carried, the Staff was instructed to proceed with a study of the downtown area and to obtain cost figures for presentation to the Planning Cc~mission. Chairm~n Parks noted that the Planning Cc~- mission would need a program f~om the Downtown Association to make a study and recommendation. Councilman Gilmore suggested that the Capital Improvements Program be placed on the September 19 agenda for the afternoon session and that all the Department Heads be present so that the City Council might ask questions on specific items.
