Hearing was opened on Appeal 182, filed by John Nees~ from the Planning Comm- ission's denial of VA 66-65 te establish retail business in R 2 District at 20B4 The Clerk of the Council reported notice of the hearing mailed to adjacent proper~y owners on October 27, 1966, with certificate on file and read a petition i~ opposition with 19 signatures. The applicant requested con- tinnanee because two Councilmen were absent. It was moved by Councilman Brooks, seconded by Councilman Herrin, that the hearing be co~inued to November 21~ 1966, 7:30 Po Mo in the CounCil Chamber. The Planning Director cmmaented that sc~e persons present had already attended five to six hearings on this property in the past few months. ~r. Nees replied the last hearing was for change of zone and he w~-ld give dedication to prevent access fr~m the cul de sac. The motion to continue was adopted with Councilman McMichael voting "Nco" CITY CENTER an~ explained the City Center Plen. Hearing was opened on Proposed Plan for that portion of City known as City Center. Steve Lafer presented ~al Winter - Downtown Santa Aha Assoc- iation - presented the Association's recommendation for approval of the Pla~ a~d it was ordered filed on motion of Councilm~u Brooks, seconded by Cou~c~lm~n Markel and carried. Sam Rue - Chairman of Chamber of C~erce Committee on Civic Center and Central Business District of the General Plan-read the Chamber's resolution rec~.mending approval of the Plan in principle. There being no further testimony, the hearing was closed° Om motion of Councilm-~ NcMlchael, seconded by Councilman Brooks and carried, the City Attorney was instructed to prepare a resolution adolrhing the City Center Plan for the next meeting, i~asmuch as two Councilmen were absent CERISTNAS DECORATIONS On motion of Comnc~w-~ Brooks, seconded by Councilman Narkel and carried~ the City Council approved the request of Cons~er City to place decorations across First Street in fre~t of 2025 W. First, subject to safety rules and standards of the PuBlic Works Director. SOLICITATIONS :~ On motion of Council~a~ Markel, seconded by Councilman Herrim and carried, application to solicit clothes, medicine and funds during the ~Bth of November by Cow~ttee for Peruvian Earthquake Relief was approved as was application by United Foursquare Women to hol~ Bazaar on their property at 601 W. Third, ll-18 ami ll-19 · GUARD S~TCE ~ On motion of Councilm~ Brooks, seconded by Councilman Markel and carried, the application of Ace Guard au~ Patrol Service for License to operate a Security Guard Service with only on-the-Job ~p~av~ls (not a patrol service) was granted, subject to regulations and procedures set out in the Municipal Code.
