The City Manager c~mmented that development of First and Main will require removal of the building on the southwest corner and its value was not added to cost esttm-tes in any case; that four lanes will accommodate traffic in the underpass, which is freeway- designed, but will not on any other part of the street where there are turning movements. Councilman Gilmore expressed opposition to the divider strip and his opinion that Justice might better be served by taking from both sides in spite of the additional cost, indicating it is a judgment decision.
