Roll call was answered by Councilmen Wade Herrin, Walter ~rooks~ James E. Carlson, Thomas W. Thurman and Mayor Tom McMichael. Council- men Lorin Griset and J. Ogden Markel were absent. Also present were Assistant City Manager Bruce Spragg, City Attorney William L. Mock, Director of Public Works Ronald Wolford, Planning Director Van Stevens, and Clerk of the Council Doris M. Brown. MINUTES APPROVAL by Councilman C~aTlson and carried. ORDINANCE NS-886 - KOHLMEIER Minutes of the Regular Meeting of Ju~v 17, 1967, were approved on motion of Councilman Herrin, seconded ORDINANCE NS-886 CHANGIII~ DISTRICT CLASSIFICATION ON AMENDMENT APPLI- CATION 604 FIT.~ BY RALPH KOHLNEIER AND ~IDING SECTIONAL DISTRICT NAP 8-5-9 (EXHIBIT AA 60k A) (north side of .~uit, east of Mabury) was presented to the Council for adoption. Frank Bueche, representing the Mabury Ranch, requested delay of the adoption of the ordinance for one month, indicating that final negotiations for the property had not been concluded and the ranch would not Want the rezoning unless the negotiation is complete, even though it is felt the subject property is a logical location for the hospital site and alternate .sites are not being looked at. George Murray, 901North M/rasol, an opponent to the reclassification, concurred in the request for delay, stating, however, that he had talked with the Chairman of the Board of Directors for the co~m~tuity Hospital who indicated that additional sites in the northeast quadrant may be explored. Action on the ordinance was continued until the first meeting in September on motion of Councilman Brooks, seconded by Councilman Thurman and carried. EEECUTIVE SESSION The CouUcll adjourned to Executive Session at 2:10 P.M. to discuss ~r?~ on motion of CounciLman Carlson, seconded by Councilman Herrin and carried. The meeting was reconvened at 2:30 P.M. with the same Councilmen present. PARKING LIMIT - FOURTH STItmm'£. The request for restricted parking on the south side of Fourth Street from Flower to Booth was discussed With the City Council by Cecil Robbins, 1002 W. Fourth and Attorney John Colwell. At the conclusion of the discussion, the Council concurred with the Public Works Director's reco~endation that limited parking of at least two hours be established on a temporary basis during the construction of the Civic Center buildings in the area. CITY CG/NCIL 251 August 7, 1967 BID AWARDS - PROJECT 261 On motion of Councilman Brooks, seconded 17th STREET by Councilman Herrin and carried~ Council ordered filed report of bids received for Project 261 - 17th Street frcm Valencia to Lincoln; awarded contract to R. J. Noble Company at unit prices; and rejected all other bids. EAST RESERVOIIq WELLS On motion of Councilman Herrin, seconded by Councilman Carlson and carried, Council approved plans and specifications and authorized advertising for bids for Spec. 67-1 - Construction of Wells 26 and 27 at East Reservoir and Pumping Station, opening 8/29/67. PUBLIC CONTRACTS COnsidering a letter from Engineer and Grading Contractors Association regarding work being done by Cities' equipment and forces that could be let out to public bid, the City Council directed that the Public Works Director respond and inform the AssOciation of the City's policy in this respect. FCC PROPEBTY The Assistant City Manager reported that General Services Administration has accepted the City's application to pur- chase 7.175 acres of the surplus federal property near Fa~rview and Edinger. CITY COUNCIL 258 August 7, 1967 It was moved by Councilman Thurman, seconded by CounciLman }terrin and carried, that Council authorize execution of an agreement with the Federal Government for the purchase of the property at the offered price of $95,250.00, and authorize transfer of funds in this~ amount from Account ll-O00-911~to 5t~23t-611. M~RTLE STREET TRUNK SEWER ~Q '~ The Director of Public Works reported on Council's request of June 5th to County Sanitation District One for construction of two trunk lines and recommended that Council declare its intention to con- vey to District One at no cost the existing M~rtle Street Trunk Sewer between Center and Bristol in order to connect trunks and assure hydraulic continuity of the system. ': ~' Council discussed at length the staff report on the O'Neill request for a sign adjacent to the freeway on South Main Street property which would require an amendment to Municipal Code Section 8441. The Council expressed hesitancy at amending the Code re- garding signs prior to completion of the Pl--~img Commission's study of a new sign ordinance. It was moved by Councilman Thurm-,~, seconded by Councilman Carlson and carried, that the Plamuing C~mmission be requested to complete its Study of sign regulations which would apply to this request and forward it to the City Council within ~0 days so that the applicant would not have to wait for completion of the entire sign ordinance. CITY COUNCIL 259 August 7, 1967 CIVIC CENTER PARKING Tom Larson and Dick Kopel, Santa Ana representatives to the Civic Center Commission, presented a Commission reso- lution requesting Council to consider the advisability of giving the Civic Center Authority the power to administer parking in the Civic Center and to institute charges for all parking in the Civic Center. The powers and res- ponsibility of the Civic Center Authority set out in the Joint Powers Agree- ment were discussed at length. Mayor McMichael reported that he has asked Supervisor Featherly and Chairman of the Board of Supervisors David Baker to meet with him and Vice-Mayor Herrin during the week and to discuss some of the future planning and problems for the Civic Center area and suggested that action be postponed until after that meeting.
