The meeting was called to order at 2:00 P.M. in the Council Chambers, 217 North
Main Street with the following Councilmen present: Wade Herrin, Walter ~rooks,
James E. Carlson, Lorin Griset, J. Ogden Markel, Thomas W. Thurmam and Mayor
Tom McMichael. Also present were City Manager Carl Jo Thornton, City Attorney
William L. Mock, Director of ~ublic Works Ronald Wolford, Planning Director
Van Stevens, and Clerk of the Council Doris M. Brown.
On motion of Councilman Nerrin, seconded
by Councilman Griset ar~l carried, the
City Council approved as submitted the
Minutes of the Regular Meeting of January 2, 1968.
EXECUTIVE SESSION At 2:01 P.M. the City Council a~Journed to

explained that the City does not control taxi services or charges. Mayor
McMichael requested that the staff keep a file on complaints on taxi service.
PSA APPLICATION C~ ~ ~ It was moved by Councilman Griset, seconded
by Councilman Herrin, to receive and file
the City of Newport Beach Resolution request-
ing P.U.C. to reconsider approval of Application of Pacific Southwest Airlines for
service between Orange County Airport and San Francisco Bay area. Councilman
Markel spoke in favor of supporting the request. The motion was adopted on roll

HARBOR DISTRICT A communication from the City of Tustin
regarding the proposed detachment of the
City of Huntington Beach from the Orange
County Narbor District was ordered filed on motion of Counc~lm~n Herrin, seconded
by Councilman Markel and carried, with the understanding that this will be brought
back for discussion when the report from the Orange County League of Cities in
regard to the Harbor District is received.

It was moved by Councilm~ Brooks, seconded by Counc~lm~n Griset and carried, that

Euclid, with the Alcoholic Beverage Control Board; and the other applications be
ordered filed.
VARIANCE AND CONDITIONAL Decisions made by the Planning Commission

CIGAk~TI'm TAXES The Manager's report regarding proposed
formulas for distributing cigarette taxes
was considered. It was moved by Councilman
G:iset, seconded by Councilman Markel and carried, that the Council oppose any
change in the present formula.

After further discussion, it was moved by Councilman Brooks, seconded by Council-
man Herrin and carried, that the Mayor be authorized to send a letter stating the
Council's position to the Orange County League of Cities, the League of California
Cities, and Santa Ana's state legislators.
E~LLY CLAIM ~~1~> Council concurred with the City Attorney's
report, regarding claim of John D. Kel]J
against the City and subsequent complaint
and summons~ that his office would be represented at trial to insure protection
of City in matters not covered by insurance, on motion of Councilman Herrin,
seconded by Councilman Brooks and carried.

was introduced.
On motion of Councilman Griset, seconded by Councilman Carlson and carried,
further reading of Ordinance NS-911 was waived, and it was passed to second
reading.
The staff was instructed to furnish a report to the Council on enforcementand
control of loose dogs after a question by Councilman Markel.
BOWERS MUSEUM SIGN Councilman Brooks presented design of a
proposed sign for the Bowers Museum, and
offered to prepare specifications for a sign in the cost range of $1500 to $2000.
On motion of Councilman Carlson, seconded by Councilman Herrin and carried, the
matter was referred to the Museum Board, and the Council expressed appreciation
to Councilman Brooks.
C0~94UNITY SENAR Mayor McMichael stated that Councilman
Carlson had attended the last session of
the Community Seminar at Irvine and that
another Councilman has been asked to attend the spring session.
On motion of Councilman Griset, seconded by Councilman Carlson and carried,
Councilman Walter Brooks was authorized to represent the Council at city expense,
and also any other Councilman who would like to attend.
GOVERNOR'S C0~'a~ENCE ~q ~
~ On motion of Councilman Griset, seconded
by Councilman Brooks and carried, Mayor
McMichael was authorized to participate
in the Governor's Conference on Planning for Housing and Homeownership in
Sacramento, January 3l - February l, at city expense.
BUSH STRE~£ OFF-RAMP STOP SIGN The City Manager reported that the Council
order to replace the stop sign on Bush Street
at the off-ramp of the Freeway had not been
carried out because of the State Division of Highways. The Manager stated that
the staff is continuing to try to get approval of the State Division of Highways
to have the stop sign replaced and if not successful, will request further Council
action.
COUNTY FACILITY
Councilman Markel spoke in opposition to the
proposed County facility at Grand and McFadden.

FIRST STREET DEVELOPMENT Cou~cilmanM~rkel presented a picture and
plot plan of certain property on First Street
which was being developed as an upholstery
shop and a barber shop, stating it did not conform to City regulations -- concrete
ramp not according to standards, and only one legal parking facility. Mayor
McMichael asked the staff to investigate and report back.
BROWN ACT Edd Clark, representing Freedom Newspapers,
stated that the City Council or its Com-
missions have ignored the provisions of the
Government Code, known as the Brown Act, three times recently and asked Council
to abide by laws of land.
RECESS At 5:10 P.M. the meeting was recessed to
7:30 P.M., at which time it was reconvened
with the same Councilmen present. Following
the Pledge of Allegiance to the Flag, the Invocation was delivered by the Reverend
Ralph R. King of the Johnson Chapel, Methodist Church.
DANCE PERMIT
1820 W. First Street.
Hearing was opened on an appeal filed by
Mike Kamei from the Police Chief's denial
of a dance permit at the Watashi Inn,
M~ike ~amei, the appellant, stated that the former owner held a dance permit that
had never been revoked, and he did not know why a permit had been denied to him.
The City Manager explained that the permit had been denied because of the long
record of police incidents at the location and adjacent areas. After same dis-
cussiomby Council, the hearing was closed.
On motion of Councilman Brooks, seconded by Councilman Thurman and carried, the
permit was denied.
AMEND. APP. 618 Hearing was opened on an application filed
HUMPBRIES INVESTMENTS, INC. by Humphries Investments, Inc. proposing
amendment of Sectional District Map 16-5-10
to reclassify property on the west side of Harbor between McFadden and Bolsa
from the A 1 and C 2 to the C 2 District. The applicant was present and there
being no testimony offered in opposition, the hearing was closed.
A motion by Councilman Markel, seconded by Councilman Carlson and carried, to
approve the application and instruct preparation of an ordinance to reclassify
according to Exhibit B, which would reclassify to the C 4 District, was adopted.
PARCEL MAP 535 Parcel Map 535 filed by HOugh and Wells,
creating three parcels on the east side
of Anne between Harvard and Pendleton,
was approved subject to conditions in the Planning Director's report dated
January 8, 1968, on motion of Councilman Brooks, seconded by Co~mucilman Griset
and carried.
PARCEL MAP 536 Parcel Map 536 filed by Snow, creating
two parcels on the south side of Edinger
between Ritchey and the Newport Freeway,
was approved subject to conditions in the Planning Director's report dated
January 10, 1968, and alley requirement waived, on motion of Councilman Eerrin,
seconded by Councilman Markel and carried.

TENTATIVE TRACT MAP 6547 Tentative Tract Map 6547 filed by Buchanan,
creating nine lots on the south side of
St. Gertruda between the Santa Fe Railway
and Hathaway Street, was approved subject to conditions in the Planning Director's
report dated January lO, 1968, on motion of Councilman Griset, seconded by
Councilman Herrin and carried.
BOND RELEASE - TRACT 6374 Acting on the Public Works Director's
report of completion of improvements in
Tract 6374, Wright Street and Avalon
Avenue, bonds were released on motion of Councilman Herrin, seconded by Councilman
Brooks and carried.
SPECIAL PARKING The request from Lifeline Blood Bank,
205 N. Broadway, for special parking in a
metered area was denied on motion of
Councilman Brooks, seconded by Councilman Thurman and carried.
SOLICITATION APPLICATIONS On motion of Councilman Herrin, seconded by
Councilman Brooks and carried, the following
solicitation applications were approved:
Girl Scout Council of Orange County, annual cookie sale 2/8/68 - 3/23/685
and annual calendar sale, November, 1968.
0~'~' Florence Crittenton Sea Circle, ticket sale by mail, January and
February, 1968.
AUCTION ~,~ The application of Jack H. Feldman to conduct
an auction at 915 E. 4th Street on January
25th for Vista Furniture Manufacturing
Company was granted through the name of Phil Hanson, licensed auctioneer in
Santa Aha, on motion of Councilm~n Herrin, seconded by Councilman Brooks and
carried.

~ A letter was presented from Orange County
STADi-u-MRENTAL ~ Ramblers Football Association requesting
relief from the $2500 balance due the City
under the terms of the contract for stadium rental.
On motion of Councilman Brooks, seconded by Councilman Griset and carried, the
request was denied.
TAXI DRIVER'S APPEAL A letter was presented from Mrs. Meda
Farnsworth requesting reconsideration of
the denial of a taxicab operator's permit
for Gerald Farnsworth which was denied by City Council on November 20, 1967.
On motion of Councilman Thurman, seconded by Councilman Brooks and carried, the
matter was referred to staff.

ORAL CO~$~UNICATIONS Mrs. Janice Boer congratulated the Council
on its action regarding the Ramblers contract;
questioned Council regarding the Citizen -
Government Advisory Committee for Traffic Safety; questioned difference in price
the City is paying for First Street and Civic Center property; and commented on
the Master Plan of Air Transportation, the proposed detachment of Huntington
Beach from the Harbor District~ and Council executive sessions.
ADJO~ There being no further business to come
before the City Council, the meeting was
adjouraed at 8:30 P.M. on motion of
Councilman Herrin, seconded by Councilman Griset and carried.
