COUI$1~ FACILITY A letter from South Main Improvement Association opposing certain sites as an Orange County Operations Center was presented. It was moved by Councilman Griset~ seconded by Councilman Brooks, that the letter be ordered filed. Councilman Markel and Janice Boer spoke in opposition to locating County offices outside the Civic Center. The motion to order the communication filed wasthen adopted. Martin, proposing to purchase four lots from the City at 1235 W. 1st Street, was referred to the staff fOr report at a later date on motion of Councilman Griset, seconded by Councilman Herrin and carried. The Manager indicated this property Would be sold at auction. SALARIES ~ 8o Councilman Carlson and carried. The Manager's Report dated 1/31/68recommending increases for meritorious service was approved on motion of Councilman Brooks, seconded by BOND RELEASE , TRACT 6036 ~ Acting on the Public Works Director's recommendation, the maintenance bond for Tract 6036, Carriage Drive and Spruce, was released on motion of Councilman Carlson, seconded by Councilman Griset and carried. BOND RELEASE - TRACT 5653 ~ ~ Acting on the Public Works Director's recommendation, maintenance bond for Tract 5653, Spruce and San Lorenzo, was released on motion of CounciLman Herrin, seconded by Councilman Markel and carried. ORAL COMMUNICATIONS Mayor McMichael reported on his participation in the recent Governor's Conference on Building and Housing in Sacramento. Councilman Carlson spoke of the recently enacted Green Amendment which would require active participation of public officials in administration of community action council funds. Councilman Markel commented on proposed sign ordinance now under study and preparation by the staff, and remarked on the number, placing and size of signs for streets, parking, etc. Mrs. Janice Boer invited the Councilmen to a meeting of the Property Owners Pro- tective League on February 9th; stated she would like to be considered for member- ship on the Citizen-Government Advisory Committee for Traffic Safety; said that the drop box at the Library is creating a traffic hazard; and stated opposition to conveyance of title in Irvine - County land swap. RECESS At 4:10 P.M. the meeting was rebessed to 7:30 P.M., at which time it was reconvened with the same Councilmen present. Following the Pledge of Allegiance to the Flag, the Invocation was delivered by Brigadier General Goldthwaite of The Salvation Army. EMPLOYEES ASSOCIATION cards in the Employees Association. Clarence Conklin, President of the Santa Ana City Employees Association, presented each Councilman with honorary membership CITY COUNCIL 373 February 5, 1968 AMEND. APP. 619 - ROHRS Hearing was opened on an application filed by John Rohrs proposing amendment of Sectional District Map 6-5-9 to reclassify property on the east siae of Santiago Street between 17th and Catalina from the R l, R lB, and R 2 Districts to the C k District. There being no response to the call for testimony, the hearing was closed. A motion '0y Councilman Griset, seconded by Councilman Herrin, to approve the application and instruct preparation of an ordinance to reclassify according to Exhibit B, which would reclessify to the R l, R lB, and C ~ Districts, was adopted on roll call vote: AYES: Herrin, Brooks~ NOES: None ABSENT: None Carlson, Griset, Markel, Thurman, McMichael TAXI OPERATOR'S PERMIT Hearing was opened on an appeal filed by Gerald Farnsworth ~om the Police Chief's denial of a permit to operate a taxicab in Santa Ana. Since 'the applicant was not present, it was moved by Councilman Carlson, seconded by Counci~aan Herrin and carried, to continue the hearing to later in the meeting. At the end of other business, the applicant still was not present and the appeal was denied on motion of Councilman Carlson, seconded by Councilman Herrin and carried. PARCEL MAP 537 Parcel Map 537 filed by Jack L. Carlsen, creating three parcels on the south side of Sixth between Wright and Lyon, was approved subject to conditions in the Planning Director's report dated 1/31/68, on motion of CounciLman Griset, seconded by Councilman Herrin and carried. TENT. TRACT ~P 6540 WestMood, was considered by Council. Tentative Tract Map 65~0 filed by Emmet C. Rogers, creating 27 parcels on the north side of Santa Clara between Olive Lane and Donald B. Chri~teson, developer of the property, said they were in agreement with all of the conditions required by the Planning Commission except for Items 9a, 10, and ll. He stated that in regard to 9a, they would like to reduce the parkway area to 4 feet and have a ~ foot area inside a 4 foot sidewalk to give the owner an additional h feet of front yard~ in regard to Condition 10, the developer would like to plant landscaping against the wall3 and in regard to Condition ll, the developer would like for the City to pay the cost of reconstructing curb and gutter at new location. The Planning Director and Public Works Director, noting these requests and plans were not known to them prior to the meeting~ reported in regard to Condition ll that standard policy called for City to pay costs of reconstruction; regarding Condition l0 that previous Council instructed staff to recommend eight foot walk since park- way areas outside development were rarely taken care of; and regarding 9a the extra ~ feet is public right of way and not a part of owner's front yard. After a lengthy discussion, it was moved by Councilman Brooks, seconded by Council- man Herrin, to approve Tentative Tract Map 65h0 subject to all of the conditions in CITY COUNCIL 37h- February 5, 1968 the Planning Director's report dated 1/30/68 except Condition 10 and that Condition lO be referred back to staff to be studied Jointly with Mr. Christeson and brought back to Council for final approval. Scherrer Dale Post CITY COUNCIL February 5~ 1968 SOLICITATIONAPPLICATION On motion of Councilman Herrln, seconded by Councilman Rrooks and carried, the solicitation application of Childrens Asthmatic Research Institute and Hospital, aanual drive, March 3 - 8, was approved. DRIVEWAY CONSTRUCTION The request of Harold W. Thornton and Ralph E. Davidson, regarding driveway constructed at ill S. Hathaway without meeting the require- ments of the Municipal Code, was considered. Mr. Harold Thornton and Mr. Ralph Davidson were present. The City Manager explained the City's regulation on the installation of walkways, driveways, etc. out of asphalt concrete. The Manager further explained that the contractor who did the work had filed with the City the estimated amount of the cost of replacement. Mr. Harold Thornton maintained the City had not notified him of the requirement for Portland cement concrete on any occasion he contacted the City. After considerable discussion, it was moved by Councilman Brooks, seconded by Council- man Carlson and carried, to deny the request to approve the asphalt driveway as installed. Councilman Thurman voted "No". HISTORICAL SOCIETY COB~'~gNCE Mr. Allen Goddard requested letters of wel- cc~e and cooperation of City Council during the Statewide Conference of California Historical Societies to be held at the Saddleback Inn June 20 - 22~ FIRST STh~'I' DEVELOPMENT Counci;m-~ Markel requested an explanation of violations of the Municipal Code in the development of the upholstery shop at 120% West 1st Street° The City Manager explained that when the plot plan was filed, it showed the property line as the exis~lng street line; however, 12 feet additional beyond the sidewalk belongs to the City; the Ci~y has no regulations over driveway slope or height of floor; Mrs. Diaz has been notified that the development is not in conformance and that she will have to take out the construction which was placed in the public way in error, or she can petition the City Council for the encroach- ment. In answer to a question by Councilman Markel, the Manager stated that there are nine parking spaces on the property, one additional over the required number. STREET NAME The Clty Manager reported that the staff is in the process of making a survey of the 67 residences, 105 apartments, la businesses and 2 churches on Center Street regarding Councilman Markel's suggestion of a name change and that a sampling shows they are not in favor.
