HomeMy WebLinkAbout03-18-1968MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF TM CITY OF SANTA ANA, CALIFORNIA March 18, 1968 The meeting was called to order at 2:00 P.M. in the Council Chambers, 217 North Main Street with the following Councilmen.present: Wade Herrin, Walter Brooks, James E. Carlson, Lorin Griset, J. Ogden Markel, Thomas W. Thurman and Mayor Tom McMichael. Also present were City Manager Carl J. Thornton, City Attorney William L. Mock, Director of Public Works Ronald W01ford, Planning Director Van Stevens, and Clerk of the Council Doris M. Brown. MINUTES 1968, were approved as submitted. On motion of Councilman Brooks, seconded by Councilman Herrin and carried, the Minutes of the Regular Meeting of March 4, EXECUTIVE SESSION At 2:02 P.M. the City Council adjourned to executive session for approximately 45 minutes to discuss appointments to Steering Committee for the Centennial Celebration. The Council reconvened at 2:50 P.M. with all Councilmen present. PROJECT C-148 On motion of Councilman Griset, seconded by Councilman Herrin and carried, the City Council ordered filed report of bids received for Project C-l~8, St. Gertrude Place at the Southern Pacific Railroad Crossing; awarded contract at unit prices to the low bidder, Industrial Contracting Company; and rejected all other bids. BID CALLS On motion of Councilman Griset, seconded by Councilman Brooks and carried, Council approved plans and specifications and authorized advertising for bids for the following: Police Cars, opening 2/23/68. Service Road and Walkway Paving, Prentice Park, opening 4/9/68. WAIVE READING The full reading of ordinances and resolutions, the titles of which appeared on the public agenda, was waived on motion of Councilman Herrin, seconded by Councilman Griset and ~uanimously carried. STATE LEGISLATION On motion'of Council-~ Brooks, seconded By Councilman Griset and carried, the City Attorney was instructed to prepare a resolution stating opposition to Assembly Bill ~J~9 which would prohibit municipal license taxes on motor vehicle carriers. On motion of Coumcilmaa ~rooks, seconded by Counc~]m~ Herrin and carried, the City Attorney was instructed to prepare a resolution stating City's opposition to Assembly Bill 2~ regarding firefighterS collective negotiation. It was ~oved by Councilman ~rooks, seconded by Counc~l~ Herrin, to instruct the City Attorney to prepare a resolution opposing ACA ~ which would add a new section to Article XI of the Constitution regarding vacancies in elective offices in general law or chartered cities. Councilman Brooks then made a motion, seconded by Councilman Nerrin, to amend his motion to include Assembly Bill Bi0 and Assembly Biil 7~1 regarding vacancies in elective offices in general law cities, an/[ to also include Senate Bill 21 regarding disciplinary action against liquor licensees. Noting that the disposal facilities are closed only on three holidays, it was the decision of the City Council, on motion of Councilman Markel, seconded By Councilman Eerrin and carried, that the City Council express opposition to any proposal for the County to hold open the disposal facilities on these holidays. Westminster without setting precedent, on motion of Councilman Herrin, seconded by Councilman Brooks and carried. ORANGE C0~ST~ FAIR Report was presented regarding the invitation from the President of Orange County Fairgrounds Board of Directors for Santa Ana City exhibit in the 1968 Fair. Councilmaa Markel expressed his opinion that this might be a good project for the Steering Committee for the Centennial Celebration to work on, and he and Councilman Brooks were both of the opinion that a budget should he set up for this to he done professionally. Mayor McMichael reported that the Chamber of Cc~nerce had taken the matter under advisement a~d he thought Council shOUld wait to get a recommendation back from the Chamber. Councilm-n Herrin was of the opinion tha~ the business people and the citizens should promote the pr6Ject rather than using public funds. Councilman Thurman stated this was a project that would benefit everyone. The Clerk of the Council was instructed to place the matter on the Agenda for April 1. ROAD CONDITIO~ Councilman Herrin requested the staff to check into the condition of Santiago Street, south of Washington. HARBOR DISTRICT ~\\~ CounciLm-n Markel reported that he had been appointed a member of the new committee of seven men to study the establishment of a county-wide district or department of Harbors, RecreatiOn and Parks for a recommendation for Orange County League of Cities tomaketo the Board of Supervisors, and that it has been requested that the Santa Aha City Attorney act as legal advisor to this committee. On motion of Councilman Brooks, seconded by Councilman Herrin and carried, the City Attorney was authorized to act as legal advisor to the committee. RECESS At ~:35 P.M. the meeting was recessed to 7:30 P.M,, at which time it was reconvened with the same Councilmen present. Following the Pledge of Allegiance to the Flag, the Invocation was delivered hy the ReveremiDeanSmlth of TustinPresbyterianChurch. EMPLOYEES' RESIDENCE ~ ~ 40 Report on residence requirement for City employees was considered. Quimu Moore, representing the Santa Ama City Employees' Association, reported that the Employees' Association would like the boundaries to be changed to include all of Orange County for all employees. After some discussion by Couacil, a motion was made by Councilman Markel to not make any change in the present residence requirement for City employees, which motion was lost for lack of a second. It was moved by Councilman Carlson to expand the boundaries to include all of Orange County for all City employees, which motion was lost for lack of a second. The City Manager explained that the setbacks will go before the P]a-~Ing C~ssion as a hearing at their first ~eeting in April.
