A RESOLUTION OF THE COMMUNITY REDEVELOPMENT
AGENCY OF THE CITY OF SANTA ANA
AMENDING ITS BY-LAWS
THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA
DOES ORDAIN AS FOLLOWS:
Section 1. The Community Redevelopment Agency of the City of Santa Ana hereby finds,
determines and declares as follows:
A. Resolution 81-109, dated October 26, 1981, contains and sets forth the main
text of the by-laws of the Community Redevelopment Agency of the City of Santa Ana
("Agency"). Minor amendments have been adopted pursuant to Resolution 85-15 (dated
April 16, 1985) and Resolution 88-17 (dated November 22, 1988).
B. The Community Redevelopment Agency of the City of Santa Ana now desires
to amend its by-laws to authorize the Executive Director to execute all legal documents
authorized by the Agency, to appoint the Clerk of the Council to act as the Recording
Secretary of the Agency, and to change the time and date of its regular meetings.
C. Seven (7) days advance wdtten notice of said amendments has been given
to the members of said Agency by the Executive Director of the Agency;
Section 2. Article II, Section 3 of the by-laws of the Community Redevelopment
Agency is amended to read as follows:
"Article II, Section 3, "Duties of the Chairman"
The chairman shall preside at all meetings of the Agency. At each
meeting, the chairman shall submit such recommendations and information
as he/she may consider proPer concerning the business, affairs, and policies
of the Agency. The Executive Director of the Agency is hereby authorized to
sign all legal documents on behalf of the Agency, including, but not limited to
deeds and contracts, authorized by the Agency."
.Section 3. Article II, Section 7 of the by-laws of the Community Redevelopment Agency
is amended to read as follows:
"Article II, Section 7 "Recordinq Secretary"
The Clerk of the Council of the City of Santa Ana shall act as the
recording secretary of the Agency for the purpose of keeping the minutes of
the meetings of the Agency, and shall keep a record of its proceedings and
transactions. He/she shall record all votes, and shall keep a record of the
proceedings of the Agency in a journal of the proceedings to be kept for
such purposes."
Section 4. Article III, Section 1, of the by-laws of the Community Redevelopment
Agency is amended to read as follows:
'q'he Agency shall meet in the Council Chambers of the Santa Ana City Hall,
20 Civic Center Plaza, Santa Ana, California on the first and third Monday of
each month, when the City Council meeting is called to recess. In the event
any regular meeting falls on a holiday, the regular meeting shall be held on
the next business day at the same hour prescribed hereinabove. A regular
meeting may be adjoumed to a time and place designated by the chairman.
Special meetings may be celled from time to time by the chairman, vice-
chairman or four (4) members of the Agency, by notice delivered to each
available member of the Agency at least 48 hours prior to such meeting,
unless a written waiver of notice is filed by each affected member with the
executive director of the agency. Wdtten notice shall also be delivered to
each local newspaper of general cimulation and radio or television station
which has previously filed a written request to be informed of such meetings.
Meetings may be adjourned to a time and place designated by the
chairman."
Section 5. The Secretary is hereby instructed to certify said Amendments to the by-
laws and cause the same to be filed and kept in the principle office of the Community
Redevelopment Agency of the City of Santa Ana, California, 20 Civic Center Plaza, Santa
Ana, California, for inspection by all persons interested therein, and to the public generally.
