HomeMy WebLinkAbout07-09-1968 ADJOB~tNED REGULAR MEETING OF Tw~ CIT~ C0~N~IL OF CITY OF ~ANTA AHA, CALIFOP~IA The meeting was convened at 7:30 P.M. in the Mayor's Office of City Hall, 217 North Main Street, Order of Adjournment having been posted with evidence on file in' the office of the Clerk of the Council. Councilmen present were: Walter Brooks, James E. Carlson, Lorin Griset, J. Ogden Markel, Thomas W. Thurman and Tom McMichael. Wade Herrin was absent. Also present Were City Manager Carl J. Thorntom, Clerk of the Council Doris M. Brown, representatives of the Press and others. 1968-1969 B~DGET Council continued discussion of the Proposed Budget for fiscal year 1968- 1969; heard the Mmmager give a compar- ative analysis of the Planning C~mmission's Proposed Capital Improvement Plan with the Budget as presented by the Manager; and discussed potential revenue sources. A number of items that had been excluded from the Proposed Bu,_get were discussed totaling approxfmately $235,000. It was indicated by the Manager that additional revenue to cover such items could be obtained from the following: $100,000 from 1967-1968 carryover; $60,000 by reducing the tax rate only 1~; $30,000, increased water rates; $10,000, anticipated return through Police Office~s Training Program participation; and $35,000, increase refuse collecti~ rates 10~ a month. The following motions were made to place or replace items into the Budget Document prior to the public hearing. Councilman Markel indicated he w~mld refraiu from voting on any of the motions at this time. ST~.'~n' MAINTENANCE ~' ~ On motion of Councilman Brooks, seconded by Councilman Griset and carried, Council directed-S85,000 be p~aeed-in- Fund 11-551 and $15,000 be placed in Fund 11-552 for street maintenance. PUBLIC BETATIONS ~ ~% It was moved by Councilma~ Brooks, seconded by Counci~man Carlson and carried, that $25,000 be placed in the Budget as an expenditure for I~A~lic Relations and the Manager was instructed to prepare an activity description and account number. MEDIAN PLANTING 0~ motion of Councilman Brooks, seconded by Councilman Griset amd carried, $20,000 was added to Fund 51-286 for center strip planting. cI~ co~c ~L July 9, 1968 LANDSCAPING E~I~S Tt was moved by c°Uncil~an Brooks, seco~de~[ by Councilman Carlson and ' ' carried, that $12,500 be placed in Fund 51-286 for landscaping entries to the City. MICROI~IIR On motion of Councilman Brooks, seconded by Councilman Carlson an~ carried, the Manager was instructed to place $30,000 into various accounts for a microfilm program for the City. CE~T~sAAL CEt~ATION On motion of Counci~an Brooks, seconded by Councilman Griset and carried, the Manager was instructed to place $25,000 into the Budget for the 1~9 Centennial Celebration an& prepare an activity description and account number. It was moved by Councilman GriSet, seco~ed by Councilman Carlsoa, that the student trainee program be continuedwith exi's, ting .personnel without any commitment thereafter. The motion was adopted with Councilman Thu-v~an v~tin~ "lo". The Manager indicate~ all trainees or interns had been terminated as of Jul,v 1st and recommended against placing money into the Budget. After considerable discussion, it was moved by ¢~uncil- man Griset, seconded hy Councilman Thurman and carried, that the matter be reconsidered after Councilmen have an opportunity to review the a~reement signed by .trainees in the Police Department.
