The meetimg was called to order at 2:00 P.M. in the Council Chambers, 217 North
Maim Street with the following Councilmen present: Wade Herrin, Walter Brooks,
James E. Carlson, Lorin Griset, J. Ogden Markel, Thomas W. Thurmam, and Mayor
Trna McMichael. Also present were City ~anager Carl J. Thornton, Assistant
City Attorney James Withers, Director of Public Works Renald Wolferd, Planning
Director Van Stevens, and Clerk of the Council Doris M. Brew~.

HARBOR DISTRICT ~~v~ After s~me discussion regarding the position
the City of Santa A~a intends to take
concerning dissolmtian ef the 0range
Co~aty Harbor District, it was agreed that the City Council supports the current
position of the League of California Cities, Orange County Division, regarding
dissolution of the Harbor District, and Councilman Markel was requested to
keep Council informed of any changes so that he could express the intent of
Council on any vote taken.

LIBRARY SITE SUGGESTION Councilman Markel suggested that the
fire station at Broadway and Edinger
could be used as a library, when it is
replaced with a new fire station~ by moving the building northward to allow
for parking; and suggested that the new fire station could be built at the
southeast corner of Van Ness and Edinger. The City ~anager stated this could
be included in a study of sites and cost comparisons.
IMPROVEk~'~' DISTRICTS Councilman Brooks noted that there are
certain areas in the City lacking in
improvements whiCh could be aided by
the f®rmation of assessmemt districts as indicated in the Community Relations
Report. After considerable discussion of the procedures and possible Council
initiation of such districts~ the Manager was requested to bring back a report
on what areas are in the most critical need and to outline the difference in
proceedings between property owners and Council initiated districts.
RECESS At 4:~0 P.M., the meeting was recessed
to 7:30 P.M., at which time it was re-
convened with all Council~aem present.
Following the Pledge ef Allegiance to the Flag, the invocation was delivered
by Dr. Charles Simon of the Church of Religious Science.
AWAI~ Stuart Wilkinson, of the American
Automobile Association, presented
an award for Pedestrian Safety Activities
to Police Captain Charles Tracy, who accepted on behalf of Police Chief Edward
Allen.

PLANNING CO~INSION Application 629, initiated by the
Planning C.'-~issien, proposing amend-
mont of Sectiomal District Map II~-9 to prezone from the County M 1 District
te the City IN District property on the east side of the Newport Freeway
between Deers and Alton. There being no response to the call for testimony,
the hearing was closed.

was approved and the City Attorney was instructed to prepare an ordimance to
