OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA, CALIFORNIA
JUNE 30, 1969
The meeting was convened at 7:30 P. M., in the Mayor's Office at City
Hall, 217 North Main Street, the Order of Adjournment having been
posted, with evidence on file in the office of the Clerk of the Council.
Councilmen present were: Wade Herrin, Walter Brooks, J. Ogden
Markel, and Mayor Lorin Griset. Councilmen Jerry M. Patterson,
Thomas W. Thurman and Ray Villa were absent but Councilmen
Patterson and Villa arrived at 7:35 P. M. and 7:37 P. M., respectively.~
Also present were City Manager Carl J. Thornton, Clerk of the Council
Florence Malone and a representative of the Press.
1969 - 1970 BUDGET The proposed Annual Budget for the
fiscal year 1969 - 1970 was formally
presented to the Council by the
City Manager who explained that the recommended 26 cent property tax
rate increase would be used entirely to supPort the proposed Capital Im-
provement Program, After a review of the Summary pages by the City
Manager, the Council examined and discussed, on an individual basis,
Pages 1 through 59 of the proposed Budget.
Mayor recognized Mr. Tom McMichael, 517 East Buffalo, who questioned
the "wisdom" of the proposed 26 cent tax increase. He stated that the
proposed increase combined with a school override tax of approximately
75 cents and an approximate 10 per cent increase in assessed valuation
would be putting too much back on the home owner in one given year.
He urged the Council to look closely at the Capital Improvements Program
in the hope that they might be able to pare it down.
ADJOURNMENT At 10:50 P. M., the meeting was
adjourned to 4:00 P. M. , on
Wednesdayj July 2, 1969, inthe
Mayor's office, to continue study of the Budget.
