A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA TO AMEND RESOLUTION NO. 91-066 TO
EFFECT A CHANGE IN THE LONGEVITY VACATION
BENEFITS AVAILABLE TO UNREPRESENTED
EXECUTIVE MANAGEMENT CLASSIFICATIONS.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS
FOLLOWS:
Section 1: The City Council hereby finds, determines and declares as follows:
Section 1004, Article X of the City Charter of the City of Santa Ana requires
the City Manager to prepare, install and maintain a position classification
and pay plan subject to civil service rules and regulations and the approval
of the City Council.
On July 1, 1991, the City Council passed and adopted Resolution No. 91-
066 re-establishing the Basic Classification and Compensation Plan for
classes of employment designated as unrepresented Executive and Middle
Management.
To facilitate continued recruitment and retention of Executive Management
personnel, the Executive Director of Personnel Services proposes that the
vacation time off benefits as stated in Section 6.8 of Resolution No. 91-066
be amended to provide the City Manager authority to grant longevity
vacation leave credits to newly-hired executive management personnel.
Section 2: That Section 6.8 of Resolution 91-066, as amended, is hereby further
amended by adding a new subsection "C." to read as follows:
"C. Longevity Vacation Credits for Newly-Hired Executive Manaqement
Personnel: The City Manager is authorized to grant to a person newly hired by the City to
a position designated as executive management, longevity vacation credits in the form of
years of service to the City up to a maximum of 20 years. The credits shall be counted as
completed years of service with the City for the purpose of calculating longevity vacation
accrual only. The longevity vacation credits will be added to the years of service actually
completed with the City of Santa Ana by the employee to establish total years of service
for the purpose of calculating longevity vacation."
Section 3: That except as amended by this Resolution, all other provisions of
Resolution No. 91-066, as amended, shall remain in full force and effect.

Section 4: That except as stated otherwise above, this Resolution shall be
operative from and after December 15, 2003.
