RECOMMENDED ACTION
Adopt a resolution authorizing the City Manager and Chief of Police
to execute a grant award agreement with the California Office of
Criminal Justice Planning (0CJP) for the Project Safe Neighborhoods
Program.
Approve an appropriation adjustment accepting and appropriating the
Project Safe Neighborhoods Program grant funds in the amount of
$75,0o0.
DISCUSSION
The Santa Ana Police Department has been awarded funding for the Project
Safe Neighborhoods Program through the California Office of Criminal
Justice Planning. The Program provides a 2.6 million dollar grant from
the Federal Office of Homeland Defense funded through the State of
California in a comprehensive approach to combat gun violence by linking
law enforcement, prosecutors, and community leaders to implement a multi-
faceted strategy to deter gun violence. The Police Department will use
these funds to enhance the efforts of its Career Criminal Unit with the
goal of creating safer neighborhoods by sustaining a reduction in gun
violence. Under Project Safe Neighborhoods, United States prosecutors are
prepared to bring cases involving illegal gun use to federal court.

FISCAL IMPACT
Approval of the Appropriation Adjustment will increase revenues in the
Project Safe Neighborhoods Program Grant Revenue Account (account no.155-
01-5368) by $75,000, and appropriating same into the Project Safe
Neighborhoods Program Grant Expenditure Account (account no. 155-353-
various).

RESOLUTION NO. 2004-001
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA AUTHORIZING THE CITY MANAGER AND
CHIEF OF POLICE TO EXECUTE A GRANT AWARD
AGREEMENT WITH THE OFFICE OF CRIMINAL JUSTICE
PLANNING FOR THE PROJECT SAFE NEIGHBORHOODS
PROGRAM
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS
FOLLOWS:
Section 1. The City Council of the City of Santa Aha hereby, finds, determines and
declares as follows:
The Santa Ana Police Department has received funding from the California
Office of Criminal Justice Planning for the Project Safe Neighborhoods
program.
The Police Department will use the grant to enhance the efforts of its
Career Criminal Unit with the goal of creating safer neighborhoods by
reducing gun violence.
Section 2. The City Council of the City of Santa Ana hereby authorizes and directs
the City Manager and the Chief of Police or their designee(s) to execute the grant award
agreement with the California Office of Criminal Justice Planning.
Section 3. The City Council of the City of Santa Ana hereby appoints the Chief of
Police, or his designee, as agent for the City of Santa Aha to conduct all negotiations,
execute and submit all documents, including but not limited to applications, agreements,
amendments and payment requests which may be necessary for the completion of the
aforementioned grant.
Section 4. This Resolution shall take effect immediately upon its adoption by the
City Council, and the Clerk of the Council shall attest to and certify the vote adopting
this Resolution.
