DISCUSSION
The Santa Aha Police Department has been awarded funding for the Tobacco
Free Communities Program through the Orange County On Track Organization.
The Tobacco Free Communities Program is a collaborative effort with health
care professionals, city officials, law enforcement, schools, faith based
organizations, media, business, and parents working together to
significantly reduce tobacco use and exposure to environmental tobacco
smoke.
The Orange County On Track Organization has received a County of Orange
Health Care Agency grant funded by the National Tobacco Settlement to help
create a Tobacco-Free community in Santa Aha. The Police Department will
receive $30,000 from this grant funding to be used in the enforcement and
education efforts relating to the illegal sales of tobacco to minors.
Activities include creating posters; community clean-ups, education, and
training staff and community members about the dangers of tobacco while
encouraging smoke free activities.

FISCAL IMPACT
Approval of the Appropriation Adjustment will increase revenues in the On
Track Program Grant Revenue Account (account no.024-01-5226-2) by $30,000,
and appropriating same into the On Track Program Grant Expenditure Account
(account no. 024-332-various).

RESOLUTION NO. 2004-002
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA AUTHORIZING THE CHIEF OF POLICE TO
EXECUTE A GRANT AWARD AGREEMENT WITH ORANGE
COUNTY ON TRACK
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS
FOLLOWS:
Section 1. The City Council of the City of Santa Ana hereby, finds, determines
and declares as follows:
A. Pursuant to a grant award agreement with Orange County On Track, the City
has been awarded $30,000.00 in grant funding.
B. This grant provides funds for the Santa Ana Police Department to provide
enforcement and education efforts relating to the illegal sales of tobacco to
minors.
Section 2. The City Manager and the Chief of Police or their designee(s) are
hereby authorized and directed to execute the grant award agreement with Orange
County On Track.
.Section 3. The Chief of Police or designee is appointed as agent for the City of
Santa Aha to conduct all negotiations, execute and submit all documents, including but
not limited to applications, agreements, amendments and payment requests which may
be necessary for the completion of the aforementioned grant.
Section 4. This Resolution shall take effect immediately upon its adoption by
the City Council, and the Clerk of the Council shall attest to and certify the vote adopting
this Resolution.
