DI,SCUSSION
This project involves the construction of new water main and
appurtenances on Hickory Street between McFadden Avenue and Hobart Street
and on Hobart Street between The Bike Trail and Standard Avenue (Exhibit
1). Work encompasses the construction of new water mains, valves, fire
hydrants, and water services. Once completed, this project will eliminate
water main breaks and leaks associated with older and deteriorated water
mains. In addition, it will enhance water service capacity and provide
fire protection to the surrounding neighborhoods.
The Notice Inviting Bids was advertised on November 4 and 5, 2003 and
bids were opened on December 4, 2003. A sun%~ary of the bid invitations
mailed, the bids received, and the bid results follows.

A total of 4 bids were received and all were responsive. The lowest bid
was submitted by Nikola Corporation, for $338,472, which is below the
Engineer's estimate of $370,000.
ENVIRONMENTAL IMPACT
In accordance with the California Environmental Quality Act, the proposed
project is exempt from further review. Categorical Exemption No. 2003-
227 will be filed for this project.
FISCAL IMPACT
The Funding Analysis shows a total estimated construction cost of
$431,800 for the project (Exhibit 2). The funds are available in the
Water Capital Construction Fund (account 66-579-6635).
