RECOMMENDED ACTION
Direct the City Attorney to prepare and authorize the City Manager and
Clerk of the Council to execute a contract with RRM Design Group in an
amount not to exceed $19,000.
~SCUSSION
On a daily basis the public counter staff receive numerous requests for
administrative approval of exterior modifications to commercial and
residential structures. These requests range from minor remodeling of
facades to major room additions. The decisions that are made by the
employees at the counter may have long term affects on the aesthetic
quality of Santa Ana's neighborhoods and commercial centers. Currently,
the Planning Department is in the process of preparing Citywide design
guidelines; however, basic level training from a professional architect
is necessary to increase the staff's knowledge and design sensitivity
when reviewing exterior modifications. The firm of RRM Design Group has
demonstrated capacity in training public sector employees in the area of
architectural design review and approval. Given these circumstances, it
is recommended that the City execute a contract with RRM Design Group to
provide this training in an amount not to exceed $19,000.
