RECOMMENDED ACTION
Direct the City Attorney to prepare and authorize the City Manager and the
Clerk of the Council to execute an agreement with Fast Carrier Pictures,
and Regenerate. OrB. for video production assistance and consultation in an
amount not to exceed $75,000.

At the June 2, 2003 Council meeting the Police Department was granted the
authority to accept a $275,000 grant from the State of California Office of
Traffic Safety (OTS). This grant funding is for the OTS Mobile Driving
Under the Influence Education and Driving Simulator Classroom Program. The
Police Department's Traffic Division will be deploying a mobile DUI
simulation classroom trailer to Santa Ana High Schools, colleges, and other
venues providing an educational program to students ages 15-22. As part of
this program the Department will be presenting a professionally produced
video that features contemporary music and content designed to appeal to
the younger driver.
On September 2, 2003, the City issued a Request for Qualifications (RFQ) to
provide for the video production assistance and consultation needed for the
programs educational video production. RFQ's were mailed to 80 vendors and
nine proposals were received. The proposals were evaluated by staff for
responsiveness, quality of past products, service experience in developing
law enforcement, governmental and educational products, the ability to
provide comparable services requested, level of services proposed and
financial stability. Staff's evaluation determined that the proposal
submitted by Fast Carrier Pictures, and Regenerate.Org met all the
requirements of the RFQ and recommend entering into an agreement.

Funds are available in the Police Department OTS, Mobile DUI Education and
Driving Simulator Classroom Program Grant Other Contractual Services
