CLERK OF COUNCIL USE ONLY: APPROVED [] As Recommended [] As Amended [] Ordinance on 1s~ Reading [] Ordinance on 2nd Reading [] Implernenting Resolution [] Set Public Hearing For CONTINUEDTO FILE NUMBER RECOMMENDED ACTION Direct the City Attorney to prepare, and authorize the City Manager and the Clerk of the Council to execute, an agreement with L.A. CHA Maintenance Company for litter control and maintenance in the Downtown for a 12-month period with two 12-month renewals in the annual amount of $108,336. DISCUSSION The Downtown area includes approximately 600 retail, service and professional businesses (Exhibit 1). In January 2003, a project team was · formed to assess the Downtown litter maintenance program, and it was determined that enhancements were needed in several areas. Currently, Great Western Reclamation (GWR) maintains trashcans and gathers litter in the downtown. However, staff has determined that a much broader and more comprehensive scope of services is now required. Additional services will include graffiti removal; painting; cleaning parking meters, light poles, bollards and outdoor furniture; and maintaining high standards of cleanliness for alleys and bus stops. As part of this program, the contract includes the initiation of a Downtown "Ambassador" component that will train all maintenance workers on customer service skills to enable them to provide assistance to patrons visiting the Downtown area. Each maintenance ambassador will be in a highly recognizable uniform as they perform litter and maintenance services to increase their approachability and visibility of these efforts as they are performed. Contract Award for Litter Control and Maintenance in Downtown Santa Aha January 5, 2004 Page 2 On April 11, 2003, a Request for Proposals (RFP) was issued to 11 qualified vendors to provide ongoing litter control and maintenance services; the RFP was also published on April 12 and 13, 2003, in the Orange County Register. The summary of the Request for Proposals is as follows: 11 Invitations for Proposals Requested 3 Invitations for Proposals to Santa Ana Vendors 2 Proposals Received Each respondent's product submittal and price quotations were rated using the following criteria: pricing, history of like services, clarity and detail of submitted proposal. The ratings for the two respondents are as follows: FI~ LOCATION PRICE PER A~NU~ RATING Clean Street Gardena, CA $223,264 60 L.A. CHA Northridge, CA $108,336 88 L.A. CHA, which received the highest rating, has a current contract for janitorial services at The Depot at Santa Aha and has rendered a high standard of service. They addressed their proposed work plan in detail, and their presence in the Downtown will ensure a level of cleanliness and order necessitated by the high level of maintenance needs in the Downtown. The alternative to not award the contract and continue using Great Western as a trash service is not considered a viable option as the Downtown is in critical need of hands-on, constant attention to litter control and maintenance. 5 · · Page 46 Contract Award for Litter Control and Maintenance in Downtown Santa Aha January 5, 2004 Page 3 FISCAL IMPACT Funding for the contract has been derived from two souces: a portion of the increased parking meter revenue in the Downtown and the funds remaining in the Downtown Great Western trash service account for FY 03- 04. Funds are now available for this contract in the Public Works Road Maintenance account (account no. 108-631-6291). JoP~P/.
