RECOMMENDED ACTION
Approve an appropriation adjustment recognizing $196,000 in revenues
awarded by the County of Orange Housing and Community Services
Department.
Direct the City Attorney to prepare, and authorize the City Manager
and the Clerk of the Council to execute, an Amendment to the
Workforce Investment Act Telecommunications Agreement with the
County of Orange to administer the CalWORKs Work Experience Program
grant.
On December 16, 2003, the Orange County Board of Supervisors awarded
$196,000 to the City of Santa Aha for a CalWORKs Work Experience Program
to be funded with County Social Service Agency funds. This program will
assist 20 CalWORKs participants to find and retain stable employment.
The Work Experience (WEX) program, which includes a wage subsidy
component, is designed to provide a planned, structured learning
experience to program participants with the ultimate goal of
transitioning them into non-subsidized employment. The WEX worksite may
include public, private for profit or not for profit organizations. The
duration of the program will average 16 weeks. To ensure employers'
conformance to the worksite agreement, staff will conduct worksite
monitoring on a regular basis.
The Orange County Housing and Community Services Department will be
amending the WIA Telecommunications grant that exists between the City of
Santa Aha and the County to include the CalWORKs WEX program. Although
WEX program is being established with an amendment, the appropriation
ustment will establish a separate account to track the expenditures
related to this program.

Upon approval of the appropriation adjustment, funds will be available in
the CalWORKS Work Experience (WEX) Program account (account no. 124-310-
