REQUEST FOR COUNCIL ACTION ~CITY COUNCIL MEETING DATE: JANUARY 20, 2004 TITLE: AGREEMENT FOR PAYROLL CONSULTING SERVICES CITY MANAGER CLERK OF COUNCIL USE ONLY: APPROVED [] As Recommended [] As Amended [] Ordinance on 1st Reading [] Ordinance on 2nd Reading [] Implementing Resolution [] Set Public Hearing For CONTINUEDTO FILE NUMBER RECOMMENDED ACTION Direct the City Attorney to prepare and authorize the City Manager and Clerk of the Council to execute an agreement with Dawna Whaley for consulting services in a total contract amount not to exceed $90,000. DISCUSSION ~rently, the City has established contracts for the maintenance and upgrading of the payroll system with Highline Corporation, Oracle Corporation, Vertex, Inc. and Advanced Applied Engineering (AAE). Recently, Ms. Dawna Whaley, who has served as the primary consultant for payroll support for the past five years, has notified the City of her intention to leave AAE and become an independent consultant. Ms. Whaley has agreed to continue providing consulting services to the City on an as needed or project basis. As the City's primary payroll consultant, Ms. Whaley has been invaluable in implementing program related changes resulting from negotiated amendments to Memorandums of Understanding, testing new enhancements, providing year-end training and assistance, and performing general troubleshooting on the payroll system. With the scheduled development of two new major City payroll projects, direct deposit and the Police Department's automated time card system, Ms. Whaley will be an integral element for the development, testing and implementation of the new program language. In conjunction with these services, she will provide liaison services with Highline Corporation, the provider of the City's payroll software, regarding program development issues. In addition, this consultant will also be instrumental in the major software upgrade which is scheduled for the payroll program. Therefore, in order to maintain consistency in support, enhancement and production of payroll program system, staff recommends retaining the ervices of the Ms. Whaley. Page 43 25.C.
