County Business Council’s
Feb. 27, 2025 annual dinner
with a “Turning Red Tape
Into Red Carpet” award.
•Why was PBx recognized for
being such a hit?
–Streamlining efforts for large
and small projects
–Improved customer service
experience
–Branding.

Streamlining: Why Now?
•In 2023, the city issued over 9,500 building permits, for
a record construction valuation of $772 million.
•In just six years, development in Santa Ana has added
approximately $23 million in ongoing tax revenue for
city services.
•Need to maintain the positive press and changing
reputation in order to continue generating the revenues
to provide services to our community and create an
infrastructure that supports and sustains development.

What is PBx?
•Planning and Building Express, or PBx,
is a permits streamlining approach
reflecting new mindset at City Hall:
–Consistent and constant evaluation of
existing practices, and how they can be
streamlined
–Evaluate how those changes deliver results
for both applicants and staff.
•Implementing practices so far include:
–Branding (new logo)
–Same-day permits for the most common
applications
–Over-the-counter plan check opportunities
–7-Day (or Less!) ADU reviews, available
pre-approved ADU plans, and concurrent
reviews to save money and time.

•Commitment: PBx is also a branding
effort. Branding ensures:
–Trust and credibility
–Consistency
–Clear communication
–Public engagement.
•Need to sustain a development
renaissance that has captured national
attention.
•Results:
–Reduced wait times
–Improved efficiencies
–Consistency with best industry practices.

What Comes Next
•Commitment: ensuring PBx is implemented
consistently and is delivering efficiency results.
•Expanded PBx “certification”:
–Expanded over-the-counter and online services
–Reducing processing times for other projects similar in scale to
ADUs, minor tenant improvements, etc.
–Incorporation of these principles into the comprehensive Zoning
Code Update currently underway.
