PROJECT INFORMATION
•SCOPE: Street widening from 2 to 3 lanes in each direction, sidewalk,
parkway, sound walls and landscaped medians. Replacement of water main
and installation of new storm drain system and undergrounding of utilities.
•FUNDING SOURCES:
–Measure M2 Grant -Measure M2 Local Fair share
–Development Impact Fees -Gas Tax
–Bristol Street Remnant Land Sales -General Fund
–Water Enterprise
–Total Project Delivery Cost: $26,994,144
•PROJECT BENEFITS: This project will enhance vehicle safety, ride quality,
underground infrastructure and the visual appearance on the Bristol Street
Corridor and increase open space.

PROJECT PHASING
Phase 1: Sound Walls, Temporary Street Lighting, and
Potholing
Sound Walls
To be constructed on along property lines to
protect neighboring residents from construction
and future traffic noise
Temporary Lighting
To ensure safety during construction phase both
street lighting and traffic signals will be maintained
with temporary fixtures until the project installs the
permanent improvements
Potholing
Exploratory digging will take place throughout the
project to verify depths and locations of
underground utilities

PROJECT PHASING
Phase 2: Electrical and Communications Undergrounding
Ducts and Structures
City Contractor will construct all the underground
ducts and structures for SCE, AT&T, Charter,
Crown Castle, and TCA
Cabling
Once underground structures are in place, utility
companies will pull new cable through them and
make all the connections
Pole Removal
Once the new underground system is in place,
utility companies will remove existing cables from
the overhead poles and remove the poles

UNDERGROUND UTILITIES
•Past Challenges: SCE and TELECOMs previously used their
own contractors underground structures. This resulted in
costly and time-consuming delays.
•Proactive Risk Management:
–Actively managing risk through weekly coordination meetings
with contractor, SCE, and TELECOMs.
–City’s contractor will now perform underground work
eliminating dependence on outside agencies and reduces risk
of project delays.
•Responsibilities of SCE & TELECOMs: Installing cabling
and removing power poles.
•SCE’s Current Status:
–SCE is obligated to relocate their utilities under its franchise
agreement with the City upon notification of a project.
–SCE will submit pole removal plans for permitting.

Phase 3: Wet Utilities and Civil Work
Wet Utilities
Water Main and Storm Drain
Civil Work
Sidewalk, Bus Pads, Curb & Gutter
Work in this phase will occur in different stages.
All utility and civil work on one side of the street
will occur first. Then on the other side of the
street and then lastly the center median
improvements. This is designed to minimize shifts
in traffic patterns during construction.

Phase 4: Protected Bike Lane & Final Paving
Protected Bike Lane
The Protected Bike Lane Project will be
constructed during this phase if federal funding
approved
Final Paving & Striping
Once the Protected Bike Lane Project is
completed the final step will be to pave and stripe
the road

PROTECTED BICYCLE LANES
•Class IV bike lanes will be constructed
separately through a future contract.
•Protected Bike Lanes from Warner to Edinger
are funded by two federal grants.
•City has completed design and is awaiting
Caltrans approval to proceed with construction
•Due to unknown timeline for approval to
proceed with federal grant project, staff
recommends proceeding with Bristol widening
project as-is
•As soon as approvals are received the bicycle
lane project will be released for bid and
constructed towards the end of the widening
project.
•As part of the contract documents, the
contractor is required to coordinate with the
construction of the bike lane project.

OUTREACH PROGRAM
Past Outreach:
•State of the City –June 2024
•Presented at numerous neighborhood meetings
Construction Phase Outreach:
•Post cards to be mailed later this month
•Hand deliver notices 2 weeks prior to start of construction
•48 hour door hangar notices prior to immediate impacts
•Project identification signs and changeable message boards for duration
•Periodic construction updates at future neighborhood meetings
•Maintain updated project website

FAQs
•When will we start seeing construction?
–Construction is scheduled to start in April 2025.
•When will the project be completed?
–The project is scheduled to be finished by November 2026.
•What about future improvements?
–The Bristol Corridor was split into 5 major phases. Phase 1 & 2 have been
completed. Phase 3 (Civic Center to Washington) is under construction. The final
segment, Phase 5 of the project (18th to Elm) is not funded and will be revisited in
the future.
•Who will maintain the empty lots?
–During construction the contractor will be responsible for maintaining the lots.
–After construction the City will maintain the lots until they are sold or developed as
parks.

FAQs
•Will traffic be impacted?
–Yes, as with any roadway construction, traffic disruptions are inevitable. However,
the project is designed to maintain at least two lanes in each direction. Once
completed, the roadway will have three lanes in each direction, improving traffic
flow.
•How are we going to mitigate construction noise?
–An 8-foot sound wall will be constructed first to reduce noise.
–The contractor must follow designated working hours that restrict loud activities
during overnight and early morning hours.
•How are we going to mitigate construction dust?
–Contractor is required to regularly sweep the street and implement best practices
to minimize dust.
•Where will the contractor stage their equipment and material?
–The contractor will use the existing vacant lots on both sides of Bristol for
construction staging. However, there will be designated areas away from
residences, for the contractor to maintain their heavy stockpiling and large
equipment.

FAQs
•What will happen to the empty lots after construction?
–Vacant land will be developed per the Bristol Specific Plan land use
designations:
•Commercial: 2240 and 2102 S Bristol St.
•Park with Commercial Option : 2231 to 2209 S Bristol St.
•Park: 2205 to 2109 S Bristol St.
•Park: Remnant residential properties
–All remnant residential properties will be developed as part of the
project.

FAQs
•How will any remaining commercial lots be sold?
–City would follow the Surplus Lands Act process. Following this
process the properties will become available for sale
•Will the areas designated as Park be landscaped with this
project?
–The remnant residential properties will form St. Gertrude Pl. to St.
Andrew Pl. will be landscaped as part of the project.
–The large park parcel north of St. Gertrude Pl. will not be as grant
funding does not cover those improvements.
–Staff will actively pursue park grants and/or recommend use of other
funds (such as developer impact fees) to make park improvements
