DISCUSSION The Fire Department has adopted a comprehensive and systematic replacement program for Fire Department emergency response vehicles. The program is designed to replace outdated equipment in accordance with National Fire Protection Association (NFPA) Standard 1500. The NFPA standard recommends a limit of 15 years to frontline service units, with a reserve status of five years. The standards are part of the requirements for maintaining a recognized Class I Fire Department. Due to age, one 1985 air/light unit meets the schedule for replacement. The delivery time with American LaFrance of Los Angeles is nine months. The air/light truck is a self-contained emergency vehicle, providing the on-scene filling of the firefighters' breathing apparatus bottles, and area floodlighting. Santa Aha City Ordinance No. NS-2312 authorizes the City to make purchases using contracts from any public agency utilizing a competitive bid process.
