HomeMy WebLinkAbout25E - AUTOMATE PARKING CITATIONREQUEST FOR COUNCIL ACTION ~ITY COUNCIL MEETING DATE: FEBRUARY 2, 2004 TITLE: AGREEMENT WITH THE PHOENIX GROUP TO PROVIDE AUTOMATED PARKING CITATION SYSTEM CITY MANAGER CLERK OF COUNCIL USE ONLY: APPROVED [] As Recommended [] As Amended [] Ordinance on 1s' Reading [] Ordinance on 2nd Reading [] Implementing Resolution [] Set Public Hearing For CONTINUEDTO FILENUMBER RECOMMENDED ACTION Direct the City Attorney to prepare and authorize the City Manager and the Clerk of the Council to execute an agreement with the Phoenix Group to provide an Automated Parking Citation System in an amount not to exceed $120,000. ~ISCUSSION The Police Department exclusively utilizes a "hard copy" system for issuing and processing parking citations. The proposed automated parking citation system will allow traffic officers to utilize handheld automated devices to issue citations, and allow for these citations to be processed digitally. The automated parking citation system will streamline and expedite the issuance and processing of parking citations. On August 8, 2003, the City issued a Request for Proposal (RFP) to provide for an Automated Parking Citation Processing System. RFP's were mailed to vendors and six proposals were received. City staff from the Police Department, City Finance and Treasury Departments evaluated the proposals. The proposals were evaluated based on responsiveness, quality of past products, service experience, the ability to provide a system that is capable of integrating with the current Cross Roads software used by the City, as well as level of services proposed and financial stability. Staff's evaluation determined that the proposal submitted by the Phoenix Group met all the requirements of the RFP and recommend entering into an agreement. Agreement for City's Automated Parking Citation System February 2, 2004 Page 2 FISCAL IMPACT Funds are available in the Police Department Traffic Division Other Contractual Services Account (account no. 11-333-6291) in an amount not to exceed $34,000, Public Works Roadway Cleaning Other Contractual Services Account (account no. 68-633-629i) in an amount not to exceed $64,000, and CDA - Parking Meter Fund Other Contractual Services Account (account no. 27-013-6291) in an amount not to exceed $22,000.
