DISCUSSION
On March 6, 2000, the City Council adopted a resolution establishing the
Santa Ana Workforce Investment Board (WIB) and appointed 33 members. In
accordance with the federal legislation, a majority of the Board and the
Board Chair must come from the private sector. The remaining Board seats
represent education, non-profit organizations, one-stop mandated partners
and local labor organizations. .
At their first meeting in March 2000, the original Board members self
selected to serve two, three or four year terms. Eight of the original
Board members whose terms end March 7, 2004, have asked to be
reappointed. Two represent the private sector: Michael Metzler and Jon
Dietz. One member represents the Carl Perkins Act and adult education:
Dr. Rita Cepeda. Rebeca Zarate-Cervantes represents Migrant and Seasonal
Farm Workers. Deborah Sanchez represents Title I of the Workforce
Investment Act and the Empowerment Zone. Clarence "Buddy. Ray represents
Community Services Block Grant. Peggy Crawford-Dougherty represents the
Wagner-Peyser, NAFTA and Veterans Program. The programs that these
members fill are mandated by the federal legislation. The Board members'

FINANCIAL STATEMENT SERVICES
Jon Dietz is the founder and president of Financial Statement Services, Inc.,
a provider of outsourcing services for businesses. FSSI currently prints and
mails 10 million statements of bills every monthfor clients such as
AirTouch Cellular, Charles Schwab, ADP, and AFSA. The company moved
to Santa Ana in 1984 and employs 150 people.
Jon served five years on the Santa Ana PrivateIÏ1dustry Council, including a
year as Chairman in 1999. Other civic activities include Santa Ana Chamber
of Commerce (Director), Santa Ana Federal Empowerment Zone Board
(Director), and Orange County Workforce Partnership (representing Santa
Ana PIC). He served five years on Southland EDC's Board, and represented
Santa Ana's businesses on Governor Wilson's Private Sector Welfare-to-
Work Task Force.

Michael Metzler
Michael Metzler is the President & CbicfExecutive Officer of the Santa Ana Chamber of
Commerce since JanuaIy, 1983. During Metzler's leadership of the chamber, the
mission, objectives and accomplishments have expanded the scope ofits programs and
~ervices to the community by 733%, averaging 43.1% growth per annum.
During his tCllUIt: a,; CEO, he created the chamber's political action committee
. (SACP AC) which endorsed and sllpported etections ofthecwrent Mayor and S of the 6
members of the City Council. Additionally, he led 2 efforts that successfully defeated
anti-business initiatives in the city. He serves as SACPAC's Executive Director,
Among his responsibilities as the chamber CEO,he serves as the organization's ehief
strategist and led the creation ora $2.4 million marketing aild growth campaign which
haS expanded the pcrfOIIn8IlCe of the chamber. Among the many program components of .
this càmpaign, he founded the chamber's 45,000 circulation newspaper, Ci!yLine. which
received a top national award in its first year of production. He serves as its publisher.
Metzler has served on numerous eommunity boaIds, city commissions and county,
rc:gional and state task forces, and currently serves as the Chainnan of the Board of
Directors and Executive Committee of the Santa Ana Workforce investment Board,
Board ofDirecton of Santa Ana 2020, PEW ColIllJlunity Leadership Program, Santa Ana
Empowerment CoIporation, Orange County Tourism Council, Orange County
International Trade Council and Coastal Communities Hospital Additionally, he serves
as the Chairman ofCa1üolDÏa State Senator JoscphDunn's BUsiness Advisory
Committee.
Prior to taking on the duties with the Santa Ana Chamber of CommCICc, he held the
positions of CEO of Cbildrm's Institute International, Catholic Big Brothcrs, Metzler,
McCue and Associates and the College Legal Clinic.
He resides in Santa Ana with his we, Stephanie and is the father of three daughters.
He is a gxaduate of Califomia State University at Fullerton and attended Loyola
UnivcrsÏty School of Law. He enjoys golf. bicycling, reading, music and theater.

Santa Ana College is one of two campuses of the Ranch Santiago Community College District, which
includes Santa Ana College and Santiago Canyon College, serves the residents of Anaheim Hills, Garden
Grove, Orange, Santa Ana and Villa Park Both colleges provide education for academic transfer and
careers, courses for personal and professional development, and customized training for business and
industry.

Rita M. Cepeda was named president of Santa Ana Còllege July 1999. As leader of one of the state's
oldest community colleges, she guides the college in fulfilling its mission of responsive service to student
and community needs. Reporting to the community college district chancellor, this includes planning,
organizing, and implementing educational policy and procedures to develop curriculum and student
support services.
Whv are vou on the WIB?
In addition to the fact that community colleges are mandatory partners designated to serve on local
Workforce Investment Boards, the more important reason is that the goals and objectives of the WIB are
entirely consonant with the goals of community colleges which include the preparation of an educated
workforce in direct response to the needs of business and industry and ultimately to act as an economic
change agent for the communities we serve. In addition, I have been appointed by Govemor Davis to serve
on the State's Youth CO1UlCil a critical component of the workforce development policy considerations.
