Ray, and Peggy Crawford- 4IÞаugherty to the Santa Ana Workforce Investment Board. DISCUSSION On March 6, 2000, the City Council adopted a resolution establishing the Santa Ana Workforce Investment Board (WIB) and appointed 33 members. In accordance with the federal legislation, a majority of the Board and the Board Chair must come from the private sector. The remaining Board seats represent education, non-profit organizations, one-stop mandated partners and local labor organizations. . At their first meeting in March 2000, the original Board members self selected to serve two, three or four year terms. Eight of the original Board members whose terms end March 7, 2004, have asked to be reappointed. Two represent the private sector: Michael Metzler and Jon Dietz. One member represents the Carl Perkins Act and adult education: Dr. Rita Cepeda. Rebeca Zarate-Cervantes represents Migrant and Seasonal Farm Workers. Deborah Sanchez represents Title I of the Workforce Investment Act and the Empowerment Zone. Clarence "Buddy. Ray represents Community Services Block Grant. Peggy Crawford-Dougherty represents the Wagner-Peyser, NAFTA and Veterans Program. The programs that these members fill are mandated by the federal legislation. JON nffiTZ, PRESIDENT FINANCIAL STATEMENT SERVICES Jon Dietz is the founder and president of Financial Statement Services, Inc., a provider of outsourcing services for businesses. FSSI currently prints and mails 10 million statements of bills every monthfor clients such as AirTouch Cellular, Charles Schwab, ADP, and AFSA. The company moved to Santa Ana in 1984 and employs 150 people. Jon served five years on the Santa Ana PrivateIÏ1dustry Council, including a year as Chairman in 1999. Other civic activities include Santa Ana Chamber of Commerce (Director), Santa Ana Federal Empowerment Zone Board (Director), and Orange County Workforce Partnership (representing Santa Ana PIC). He served five years on Southland EDC's Board, and represented Santa Ana's businesses on Governor Wilson's Private Sector Welfare-to- Work Task Force. During Metzler's leadership of the chamber, the mission, objectives and accomplishments have expanded the scope ofits programs and ~ervices to the community by 733%, averaging 43.1% growth per annum. During his tCllUIt: a,; CEO, he created the chamber's political action committee . (SACP AC) which endorsed and sllpported etections ofthecwrent Mayor and S of the 6 members of the City Council. Additionally, he led 2 efforts that successfully defeated anti-business initiatives in the city.
